This is a Request for Quotation (RFQ) for gardening services at the U. S. Embassy in Brunei. The contract will include one base year and two one-year option periods. The bid notice states that invoice payments will be made in accordance with FAR **** Prompt Payment. The contractor shall submit an original invoice to the government at the end of each month after satisfactory completion of services for that month. Payment will be made by electronic funds transfer.
The government intends to award a contract/purchase order resulting from this solicitation to the lowest priced, technically acceptable offeror/quoter who is a responsible contractor.
The offeror must provide information demonstrating their ability to perform, including the name of a project manager or liaison who understands written and spoken English, evidence of an established business with a permanent address and telephone listing, a list of clients over the past 5 years with relevant past performance information and references, and evidence of the ability to provide necessary personnel, equipment, and financial resources.

The government may reject as unacceptable proposals/quotations that do not conform to the solicitation. The government will determine contractor responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9. 1. The government may rescind or terminate the contract if the contractor fails to timely submit insurance certificates.
The independent government cost estimate (IGCE) for the total potential period of performance, inclusive of the base year and both option years, is USD 206,****.
