Payment shall be made monthly upon the City’s receipt and approval of consultant’s invoice. Invoices must contain a brief description of work performed, percentage of work completed, percentage of agreement time used, percentage of agreement amount expended and City reference number. Payment shall be made within thirty (30) days of receipt of consultant’s invoice.

Statements of Qualifications will be evaluated based on completeness of response, qualifications and experience, organization and approach, scope of services, staff availability/schedule of work, conflict of interest statement, financials, local presence, and references. If interviews are conducted, presentation and Q&A will also be considered.

Consultants must be qualified and experienced in providing design professional services to support the City in on-call capital improvement program water and sewer engineering services. Specific requirements for SOQ content include consultant information, qualifications, experience, organization, approach, scope of work, staff availability, conflict of interest statement, financials, local presence, and references.

SOQs may be disqualified if the package does not include all requested documents and does not adhere to all guidelines. Failure to comply with the conflict of interest disclosure in the introductory letter will disqualify qualifications. Unrealistic technical or schedule commitments may be deemed reflective of an inherent lack of technical competence.

The estimated total agreement amounts for the initial 3-year term, split between the selected consultants, is $6,300,000.

Sealed bid proposals will be received by the City Clerk's office of the City of Pleasanton until 11:00 a. m. , August 5, 2026.

Progress payments are made monthly, with 5% retention. Requests submitted by the 20th of the month are typically paid by the 10th of the following month. Final payment is made within 15 days after the expiration of 30 days following the date of recordation of the notice of completion.

Contractor warrants that all work done and goods provided shall meet all conditions of the agreement, be free from defects in design, material, and workmanship, and be fit for the purposes intended. If any defects occur within 12 months following acceptance, the contractor shall be solely responsible for correction.

The contract shall be awarded to the lowest responsible bidder.

Bidders must possess a valid Class A General Engineering or C10 Electrical Contractors license issued by the State of California and be registered with the California Department of Industrial Relations.

Contractors shall forfeit **** for each calendar day for each worker paid less than the prevailing rates. A penalty of **** per calendar day per worker applies for working more than eight hours in a day or 40 hours in a week without overtime compensation.

A pre-bid walk is scheduled for Wednesday, July 22, at 10:00 a. m. , beginning at Laurel Creek Booster Pump Station. It is not mandatory but highly encouraged.

Questions shall only be accepted prior to seven (7) calendar days before the bid opening date.

Failure to possess the specified license, failure to submit bid proposals completely, failure to comply strictly with insurance requirements, or failure to submit required documents after award may result in disqualification or forfeiture of bid security.

The engineers cost estimate for the project is $6,393,****.

Any plant material, within one year following the final acceptance of the project, determined by the city& rs representative to be defective, restricted, declining, or otherwise deficient due to abnormal root growth, shall be replaced by contractor to the equal condition of adjacent plants at the time of replacement. All plant material, within two years following the final acceptance of the project, that is determined by the city& rs representative to be untrue to the species, clone, andor variety specified, shall be replaced by the contractor, to the equal condition of adjacent plants at the time of replacement.

In order to be an eligible bidder, interested parties must contact the city of pleasanton to request to be added to the plan holder list.

Mulch: name of supplier and one quartsized sample.

Plants installed without such review shall be removed from the site upon request by the citys representative and an acceptable plant shall be substituted in its place. Plants pruned without approval shall be replaced by the contractor, if required.
