Required documents include COS Bid Form #1, pages 3-5, and corporate resolution, page 21. Failure to submit these will result in non-responsiveness. The estimated designer's cost is $242,**** quote bond is not required. The project classification is Highway, Streets, and Bridges. The contract duration is 40 working days. Electronic quotes are accepted via BidnetDirect. com. Questions regarding the solicitation must be submitted in writing at least seven working days before the opening date.
Quotes must be received not later than 3:00 p. m. on August 6, 2026.
Prices bid must be based upon payment in thirty 30 days after delivery and acceptance.
A two-year 10% maintenance bond will be required when the total contract amount with alternates is $25,000 or more.
Award will be made to the lowest responsible and responsive quoter. In addition to price, evaluation includes quality of performance/workmanship, timely completion, financial resources, facility inspections, ability to provide maintenance/service, cost of maintenance, local support, substantial compliance with specifications, product/parts inventory, testing results, warranty terms, capital/credit rating, office/field force efficiency, labor relations, and equipment supply.
On any public works quote submitted in the amount of $50,000 or more, the contractor shall certify that he or she is licensed under Louisiana Revised Statute 37:2150, et seq. and show his or her license number on the outside of the quote envelope and on the quote schedule.
For each calendar day or workday that work remains uncompleted after the contract time specified, a daily charge will be deducted from money due the contractor as liquidated damages. The amount varies based on the original contract amount.
A contractor given notice of possible disqualification may submit a written appeal to the purchasing agent within ten 10 days after notice.
Substantial negative findings from award criteria may result in disqualification of the lowest quoter. Failure to comply with fair share requirements may result in breach of contract, disqualification from future contracts, or a claim for damages.
