Proposals will be evaluated based on understanding of project requirements, experience and qualifications, design quality and innovation, project management and timeline, and cost effectiveness.

Offerors must provide information on years in business, office location, email address, financial stability, principal strengths and weaknesses, authorized representatives, and any past litigation or disqualifications.

Failure to comply with fair share requirements may result in breach of contract, disqualification from future contracts, or a claim for damages.

Samples may be required at any time during the evaluation approval process and must be submitted free of expense, unless otherwise specified.

Proposals may be rejected if they fail to follow confidentiality sections or assert trade secret designations properly. Failure to submit required documents, such as the Felony Conviction eVerify Affidavit, may result in the proposal being declared non-responsive.

The total estimated expenditure is $300,****.

The architect-engineer shall warrant fault-free performance and results in the processing of date and date-related data, including calculations, comparisons, and sequencing of hardware, software, and firmware products.

The PEC prime/subs shall have significant and recent experience in providing the services laid out in the scope of work. Firms should also discuss their proven capability to meet schedules/deadlines and the qualifications of DBE/fair share sub-consultants.

Failure to comply with any obligations may result in the city availing itself of all rights under the law and contract, including termination or default. Failure to submit required documentation may result in a loss of the bidder's bid bond.

Firms that have failed to execute a contract awarded by the city, or are in arrears to the city, or are defaulters on any obligation to the city may not be awarded a contract. Felony convictions can also lead to disqualification.

On any public works quote submitted in the amount of $50,000 or more, the contractor shall certify that he or she is licensed under Louisiana Revised Statute 37:2150, et seq. and show his or her license number on the outside of the quote envelope and on the quote schedule.

For each calendar day or workday that work remains uncompleted after the contract time specified, a daily charge will be deducted from money due the contractor as liquidated damages. The amount varies based on the original contract amount.

A contractor given notice of possible disqualification may submit a written appeal to the purchasing agent within ten 10 days after notice.

Substantial negative findings from award criteria may result in disqualification of the lowest quoter. Failure to comply with fair share requirements may result in breach of contract, disqualification from future contracts, or a claim for damages.

Failure to deliver within the time specified in the bid will constitute a default and may cause cancellation of the contract. Where the university has determined the contractor to be in default, the university reserves the right to purchase any or all products or services covered by the contract on the open market and to charge the contractor with cost in excess of the contract price.

Bids containing payment in advance or C. O. D. requirements may be rejected. Bids not specifying brand and model number shall be considered as offering the exact products specified in the solicitation. Failure to submit descriptive information may cause bid to be rejected.
