This is a non-personal services contract for
external assessment service support to the United States Army Counterintelligence Command (ACIC). The contract period is for one base year and four 12-month option years, starting September 30, 2025, and ending September 29, 2030. The
contractor is responsible for providing all personnel, equipment, and services necessary for conducting assessments of personnel, locations, units, and events based on data provided by ACIC. The
contractor must develop and maintain a quality control program (QCP) and a quality assurance surveillance plan (QASP). The government will use the QASP to evaluate
contractor performance. The
contractor must provide periodic status updates and debriefings as requested. The government has unlimited rights to all documents and materials produced under the contract. The
contractor must comply with all applicable regulations, publications, manuals, and local policies and procedures. Specific tasks include personnel, location, unit/organizational, and event/activity assessments. The
contractor must utilize both conventional and advanced tools and techniques for data analysis and assessment. The
contractor must report any serious incidents or imminent threats to the appropriate authorities. The
contractor must provide a monthly status report (MSR) by the 15th of each month, detailing the assessment projects conducted, chargeable hours, and deliverables. The contracting officer representative (COR) will monitor the technical aspects of the contract. The
contractor must ensure all personnel have the necessary training, certifications, and experience. The
contractor is not required to perform services on federal holidays and must conduct business between 8 a. m. and 5 p. m. , Monday through Friday.
