The Town of Abington is seeking proposals for a three-year contract for residential curbside recycling and trash collection services, beginning July 1, 2026. The town shall make payment, minus any valid liquidated damages, to the contractor within 30 calendar days following submission of the invoice and a complete monthly report. The service fee covers the costs for all the contractors responsibilities under this contract.
The review committee will evaluate proposals based on the ability of the proposer to meet the specifications set forth in the terms, conditions, and specifications of this RFP and contract documents. The town will select the company that it believes offers the best all-round package for solid waste and recycling services, and is not limited to the lowest price offered.
Proposers must submit a technical proposal form containing minimum requirements, including contract manager contact information, evidence of ability to obtain a performance bond, and evidence of insurance coverage meeting or exceeding article 10 requirements. They must also affirm noncollusion and tax compliance.
Liquidated damages will be assessed for various performance standard violations, both prior to and during the term of the contract. Examples include failure to clean up spills, willful mishandling of receptacles, missed collections, and improper disposal of recyclables.
