Solicitation for Davis Barracks Chiller Plant Control System Integration at the U. S. Military Academy, West Point, NY. The work involves migrating the existing Building Automation System (BAS) from a proprietary compiled code architecture to a native, open, and editable Niagara 4 (N4) format. This includes integrating new plant equipment (chiller, cooling tower, pumps) into a single, cohesive control system. The period of performance is 365 days from contract award. All work, including final testing and deliverables, must be completed no later than 365 days from award. Phase I milestone shall be completed within thirty (30) days from contract award.
Payment will be made for the actual services performed at the applicable contract unit price. Invoices can be mailed or emailed to the specified addresses.
The contractor shall warrant all work performed to be free from defects in programming, logic, and configuration for a period of one (1) year from the date of final system acceptance by the government.
The government will award a contract to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. Evaluation factors are technical, price, and past performance.
The contractor must demonstrate expertise in controls systems in a multi-vendor LONWORKS environment. Niagara N4 certification is required. Technical capability includes demonstrated experience migrating proprietary Niagara platforms to open native platforms and specific experience with Distech/Honeywell LON integrations. Past performance requires recent and relevant experience performing similar central plant control migrations.

Failure to ensure quote submission meets all requirements, complete the mandatory solicitation survey, or provide sufficient documentation for evaluation may result in quotes being deemed nonresponsive and removed from consideration.
