The required delivery date is September 11, 2026. NLR is requesting a delivery date of 9/11/2026.

The award will be based on Lowest Price Technically Acceptable (LPTA) and acceptable delivery date. This solicitation shall be conducted using lowest price technically acceptable LPTA selection that results in an award based on the lowest evaluated price of all technically acceptable offers. In addition to the lowest evaluated price, an acceptable delivery date will also be evaluated. Therefore, the award will be based on LPTA and acceptable delivery date.

Offerors must submit a quote that includes a letter indicating acceptance of the proposed attached specifications and appendix B8 standard terms and conditions. Submitting a quote constitutes acceptance of NLR's terms and conditions. Offerors shall certify that their SAM. gov registration or formal small business certification is current, accurate, and complete.

All work, including final testing and deliverables, must be completed no later than 365 days from award. Phase I milestone shall be completed within thirty (30) days from contract award.

Payment will be made for the actual services performed at the applicable contract unit price. Invoices can be mailed or emailed to the specified addresses.

The contractor shall warrant all work performed to be free from defects in programming, logic, and configuration for a period of one (1) year from the date of final system acceptance by the government.

The government will award a contract to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the government, price and other factors considered. Evaluation factors are technical, price, and past performance.

The contractor must demonstrate expertise in controls systems in a multi-vendor LONWORKS environment. Niagara N4 certification is required. Technical capability includes demonstrated experience migrating proprietary Niagara platforms to open native platforms and specific experience with Distech/Honeywell LON integrations. Past performance requires recent and relevant experience performing similar central plant control migrations.

Contact the technical point of contact (TPOC) to arrange a site visit if necessary. No site visits will be permitted after a solicitation closes.

Failure to ensure quote submission meets all requirements, complete the mandatory solicitation survey, or provide sufficient documentation for evaluation may result in quotes being deemed nonresponsive and removed from consideration.

The estimated total value is $19,000,****.

Delivery of equipment is expected within 60 days ARO (After Receipt of Order).

The blast chiller comes with a wo 2 year parts and labor warranty and a five 5 year compressor warranty.

Failure to coordinate delivery with the COR and Beth Bova may result in delivery refusal and rescheduling of delivery freight at no charge to the government.
