The city is a best value agency, and the award will be based on the best evaluative score from written statements of qualifications. Evaluation criteria include qualifications and location of personnel, organizational size, structure and resources, vendor expertise, value and effectiveness of proposed performance measures, overall quality of RFQ submittal, and fees/rates that support best value.

Firms must be currently licensed by the state of Colorado. At least one principal of the firm must reside and work in Colorado and be registered as a professional architect in the state. All subconsultants must be currently licensed by the state of Colorado to practice their trade.

Contact with the requesting department may result in vendor disqualification. Vendors who qualify their responses by requiring alternate contractual terms and conditions that conflict with the city's terms and conditions or its best interest may be declared nonresponsive. Failure to submit required insurance documents within fifteen (15) calendar days after notice may result in default of the award.

The work is to be completed on or before October 31, 2026. A notice to proceed is anticipated around June 2026.

Payment from Arvada will traditionally be paid net 15 days but no later than net thirty 30 days.

The warranty period for this project shall be 2 two years.

Contracts shall be awarded to the lowest priced responsible and most responsive bidders whose bid meets the requirements and criteria set forth in the CSB within the limits of funds available and that best serves the citys interest.

The bidder shall have a minimum of five 5 years of verifiable experience performing commercial or municipal asphalt repair work, including mill and overlay operations and full depth asphalt repair.

The bidder shall agree to pay to the owner, as liquidated damages the sum of **** for each consecutive calendar day that the work exceeds the allotted contract time for the work.

A mandatory pre-bid meeting is scheduled for July 16, 2026, at Indiana Shops, **** Indiana Street, Arvada, CO ****.

Contact with the requesting department may result in vendor disqualification. Failure to execute the contract agreement and provide satisfactory insurance and contract security within seven 7 calendar days may result in the bidder being considered in default.

The project is to be completed no later than August 31, 2028.

Payment from Arvada will traditionally be paid net 15 days but no later than net thirty 30 days. Invoices will accurately reflect actual work completed by contractor.

The responsible bidder with the lowest-priced, most responsive bid who meets the requirements and criteria set forth in the CSB within the limits of funds available and that best serves the City's interest will be selected to receive the award.

The City may make such investigation as it deems necessary to determine the ability of the bidder to perform the work. The City reserves the right to reject any bid if the evidence submitted by, or investigation of, such bidder fails to satisfy the City that such bidder is properly qualified to carry out the obligation of the contract agreement and to complete the work contemplated therein.

A daily charge will be made against the contractor for each calendar day, including free time that any work remains uncompleted after the expiration of contract time. This daily charge, determined by the original contract amount for the project, will be deducted from any money due the contractor. This deduction will be considered liquidated damages, not a penalty.

A pre-bid meeting is scheduled for July 9, 2026, at 1:00 PM MT at Gold Strike Park, **** W 56th Ave, Arvada, CO **** at the existing parking lot accessed off W. 56th Ave.

Contact with the requesting department may result in vendor disqualification. Failure to enter into contract or submit requisite documentation within seven calendar days from the date the contract is executed may result in the bidder being considered in default.
