Consultants must have an established satisfactory record of performance for a reasonable period and sufficient financial support, equipment, and organization to satisfactorily execute the services if awarded an agreement.

A mandatory pre-submittal conference is required. if mandatory, a representative of the proposer must attend this conference to qualify to respond to this solicitation.

Proposers who fail to arrive prior to the scheduled starting time for the mandatory pre-submittal conference shall be considered nonresponsive and ineligible for award. Contacting the requesting department may result in disqualification.

Payment terms shall be stated as net forty five (45) days, effective on the date that the county receives an accurate invoice or accepts the products, whichever is the later date. Payment is deemed to be made on the date of the mailing of the check or electronic transfer.

The contractor shall warrant its product and/or service against faulty labor and/or defective material for a minimum period of one year after the date of acceptance of the labor, materials and/or equipment by the county.

Method of award is best evaluative score based on written response. The county is a best value agency.

The county may make such investigations as deemed necessary to determine the ability of the bidder to perform work, and the bidder shall furnish all information and data for this purpose as the county requests.

Upon failure of the contractor to complete the project in accordance with the specifications and to the satisfaction of the county within the time stated, the contractor shall be subject to charges for liquidated damages in the amount of **** per day for each and every calendar day the work remains incomplete.

Inspection of the contractor's facility may be made prior to award of the agreement.

Contact with the requesting department may result in contractor disqualification. Prohibited communications initiated by a contractor shall be grounds for eliminating the offending contractor from consideration for award.

All deliverables under this RFP will be due 9 months after the effective date of the consultant contract.

The evaluation committee will evaluate and score responses based on technical expertise (35%), past project performance (25%), inclusive engagement plan (20%), project management staffing (15%), and cost proposal feasibility (5%).

Firms must have **** expertise and/or experience delivering compliant housing action plans within Colorado, experience analyzing municipal land use codes, zoning regulations, and local housing authorities, and demonstrated performance designing and modeling three tiers of statutory housing strategies with inclusive public engagement outreach capabilities.

Contractors are prohibited from directly or indirectly communicating with the Arapahoe County Board of County Commissioners or county employees/evaluation committee members outside of formal inquiries, and any violation may result in immediate disqualification.

The award amount will not exceed $250,****.

Claims must be filed by Wednesday, June 24, 2026. at any time up to and including wednesday, june 24, 2026.

Failure to file a claim by the deadline releases Arapahoe County from liability. failure on the part of any claimant to file such verified statement andor claim prior to the aforementioned date for filing claims shall release arapahoe county, its officers, agents and employees from any or all liability, claims, and suits for payment
