Routine reporting and billing require specific invoice formats, including employee details, time worked, multipliers, fees, and subconsultant/vendor breakdowns. Monthly billings will include a monthly budget forecast sheet.

The consultant PM must be approved by the CDOT contract administrator. All tasks must be conducted by a qualified person with necessary education, certifications, skills, and experience. Key personnel are expected to be retained for the life of the contract.

Failure of the consultant to comply with key personnel replacement requirements may be cause for CDOT's termination of the contract.

The contract is not to exceed $1,100,****.

Consultant personnel must meet specific qualifications, including certifications for project engineers, inspectors, and testers. Project engineers need demonstrable construction administrative experience and emphasis on highway reconstruction. Inspectors need experience in bridge work. Testers must be certified by the American Concrete Institute (ACI), Colorado Asphalt Technician Certification Program (Labcat), or WAQTC qualification program, depending on the specialty. the tester shall be certified to perform the project sampling and testing in accordance with cdot requirements. these requirements typically include the following certifications: capa levels ab, aci, waqtc, and nuclear gauge operation.

Failure to monitor contract status and provide timely notification of potential contract supplementation or additional task orders may result in discontinuation of services. The interview scores count for 20 points of the overall score and will be added to the overall total.

All consultants and subconsultants must have a valid Master Pricing Agreement (MPA) with CDOT prior to the contract award date. Firms must also be prequalified on or before the proposal submittal date. To obtain or renew a prequalification, all parties you must apply for prequalification at least seven calendar days prior to the proposal submittal deadline.

A written protest shall be submitted within five working days after the notification has been delivered as defined in the key events schedule to the apparent successful proposers and unsuccessful proposers. No further protests will be accepted or considered after the abovementioned five working days protest period has ended.

Failure by the consultant to carry out the requirements of 49 CFR Part 26 renders them ineligible for award. If such failure is determined after contract award, it is a material breach of contract, which may result in termination or other remedies. Consultant may be prohibited from participating in a solicitation pursuant to the utilization for final design services and construction management services chief engineer memorandum dated July 1, 2024.
