Project involves construction for the repair of driving surfaces after waterline repairs. Repairs must meet City of Enid standards. Contractor is responsible for locates and scheduling inspections. Complete in place includes saw cut, curbing, expansion, dowels, rebar, rock, and concrete testing. Bids must include a completed bid packet with proposal, non-collusion affidavit, business relationships affidavit, and acknowledgements. A proposal guaranty of 5% of the total bid is required. The contract requires a performance bond, statutory bond, and a maintenance bond for 3 years. Work must begin upon notice to proceed and be completed within the specified calendar days. All project documentation must be managed through the Procore platform.
The contract time is specified in calendar days. The start date is the day of , 2026 and the completion date is the day of , 2026.
Ninety-five percent (95%) of the estimated sum for work done and materials incorporated will be paid within five (5) days after the first regularly scheduled meeting of the Mayor and Board of Commissioners of the following month. Final payment, including retainage, will be paid within five (5) days after the first regularly scheduled meeting of the Mayor and Board of Commissioners of the following month, after proof of payment of all claims and obligations.
A maintenance bond guarantees the maintenance of the work for a period of three (3) years after acceptance by the city.
The contract will be awarded to the lowest responsible bidder.
All bidders shall have complied with the prequalification requirements of the City of Enid, Oklahoma.
Failure to execute the contract and furnish satisfactory contract bond within the specified time may result in forfeiture of the proposal guaranty as liquidated damages.
Bidders are required to visit the site of the work to examine local conditions and inform themselves of difficulties.
The contractor shall submit samples of materials, finish, appliances, etc. , when required by the engineer, and all such samples must be approved in writing before the work is executed.
Bidders may be disqualified for submitting more than one proposal, being interested in more than one proposal, collusion, being in arrears on existing contracts, having defaulted on a previous contract, lack of competency, or uncompleted work that hinders prompt completion.
