This is a request for proposal for a cryostat temporary ventilation system for the Long Baseline Neutrino Facility (LBNF) Deep Underground Neutrino Experiment (DUNE) project. The scope includes procuring materials, fabricating, assembling, testing, packaging, delivering, and installing an air handling unit. Proposals are due by May 12, 2026. Questions regarding the RFP must be submitted by April 28, 2026. An optional pre-proposal meeting and site visit will be held on April 21, 2026. The period of performance is from June 1, 2026, through January 31, 2027. Award will be based on best value, considering price and other factors.
The period of performance for this subcontract is on or about, June 1, 2026, through January 31, 2027.
FFDG shall pay the subcontractor, upon the submission of proper invoices in accordance with any requirements from the clauses referenced in section I, the prices stipulated in this subcontract for supplies delivered and accepted or services rendered and accepted, less any deductions provided in this subcontract. The payment schedule for this subcontract shall be as follows: i. The FFDG technical representative and the subcontractor shall review the progress of the subcontract work monthly to determine the progress of the work performed by the subcontractor represented on that months invoice. The compensation due to the subcontractor on that months progress payment invoice shall then be determined in accordance with the FFDG approved subcontractors costloaded schedule and the FFDG general terms and conditions for construction.
Warranties under this subcontract are as described in the general terms and conditions for construction, attachment j1.
FFDG will use a tradeoff source selection method. The best value is represented by the most advantageous proposal, price, and other factors considered. Offerors are advised that a proposal meeting the solicitation requirements with the lowest evaluated price may not be selected if an award to a higher evaluated price proposal is determined to be most advantageous to FFDG.
Mandatory requirements include: submittal of all items listed under enclosure in the rfp cover letter; evidence of annual revenues greater than 1 million for each of the past three 3 years; submit their corporate esh plan and the fermilab subcontractor injury and illness data questionnaire, which shall include 3 years of emr data and osha 300 logs, with less than 1. 0 emr; submit a corporate quality assurance plan.
An optional preproposal meeting and onsite underground tour will be held on April 21, 2026. Attendance is encouraged but not mandatory.
