This is a Request for Proposal (RFP) for the upgrade of Substation Building 2, Phase 1 at the Corporal Michael J. Crescenz Department of Veterans Affairs Medical Center. The project involves replacing existing electrical substations with new ones and installing a temporary substation. The magnitude of the construction project is between $5,000,000 and $10,000,000. A mandatory site visit is scheduled for July 22, 2026. Contractor RFIs are due by July 29, 2026. Proposals are due by August 19, 2026. Proof of OSHA certified competent person presence is required. Liability insurance is required within 10 days after award. The solicitation is a total service-disabled veteran-owned small business set aside. Work must be phased to minimize service outages. Normal work hours are 7:00 AM - 4:00 PM, Monday-Friday, with off-hours work (8:00 PM - 6:00 AM) required for electrical shutdowns. Strict adherence to safety, infection control, hazardous material handling, and environmental regulations is mandatory. Contractor is responsible for site security, ICRA implementation, and disposal of all waste. No onsite contractor parking. No smoking on campus. Contractor must supply their own fire extinguishers for hot work. Utility shutdowns require 7-15 days advance written notice. Emergency medical services are available. Use of government property is prohibited. Superintendent must be onsite and available by phone at all times. No extension of construction time will be granted for refusal to receive contractor materials.

The procurement will use a best value tradeoff process, referring to evaluation factors and selection criteria.
Contractors must provide proof of OSHA 10-hour and 30-hour training, ICRA training, and asbestos awareness training. Proof of liability insurance is required within 10 days after award.
Failure to comply with ICRA violations may result in a stop work order. Failure to return a signed copy of **** will result in the proposal not being considered for award.
