The government intends to award multiple prototype other transaction agreements to the offerors whose solution briefs are determined to be most advantageous to the government based on the evaluation criteria outlined in section D.

The government intends to make up to five (5) Other Transaction Agreements for Segment I Phase I. Downselections will be conducted only at the conclusion of each segment. Following the completion of Segment I, the government will evaluate performers and downselect up to two solutions to proceed to the Segment II option (Phase II and III).

Questions in regard to this finalized call must be submitted before 5:00 PM on May 19, 2026.

Unauthorized contact with other government personnel regarding this competition may constitute an organizational conflict of interest (OCI) and result in the offeror's exclusion from the competition.

The bid notice states that Segment I requires thirty (30) prototype systems to be delivered within 90 days after project award. For Segment II, ten (10) additional prototypes are to be delivered within 90 days of Segment II authorization. The final submission deadline for proposals is June 3, 2026.

The bid notice states that Evaluation criteria for potential selection for the Segment II option will be based on the affordability of the prototype, availability of funds and the prototypes ability to meet the threshold requirements and user feedback in Segment I testing. For the final candidate selection, his evaluation will determine the final candidate for any noncompetitive followon production award.

The bid notice states that o be considered successful and eligible for a noncompetitive followon production award, a prototype must meet the following criteria. It also mentions that The government will select two performers to proceed to Segment II. . . This downselect decision will be based on the following criteria: user feedback, affordability of the prototype, availability of funds, and a government evaluation of the test results from Phase I test requirements.

The bid notice states that questions in regard to this finalized call must be submitted before 5:00pm on 19 May 2026.

The deadline for submitting BAA preproposals is May 15, 2026, 5:00 PM EDT.

Interested parties are requested to submit a proposal that details their capabilities in one or more of the areas of interest, including a detailed description of their technical approach, relevant past performance or corporate experience, and a rough order of magnitude (ROM) cost estimate for the proposed work or prototypes.

The capability to provide food samples that have Generally Recognized As Safe (GRAS) status is required for demonstration purposes. For sensory analysis, a o questions asked letter from the FDA must be granted; self-affirmed GRAS status is not sufficient.

The deadline for submitting BOTAA preproposals is May 8, 2026, by 5 PM EDT.
