This is an unrestricted solicitation for one handheld 3D mapping laser scanner for the Harry S. Truman Memorial Veterans Hospital. The scanner must be mobile, wireless, and capable of functioning in various lighting conditions and environments. Key technical requirements include capturing a minimum of 400,000 points per second, outdoor scanning up to 80 feet, a high-resolution camera, and specific coverage angles. The package must also include three rechargeable batteries with a bulk charger, and software compatible with Revit and AutoCAD with a perpetual network license. A 5-year customer care plan for the scanner and a 1-year plan for the software are required, along with training for facilities management staff. The delivery location is the Harry S. The delivery schedule requires delivery within 30 days after receipt of order for the 3D mapping laser scanner and warranty, and within 35 days after receipt of order for training.
Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted upon acceptance of the product. The contract is firm fixed price.
The bid notice specifies a 5-year customer care plan that includes updates and product warranty for the 3D mapping laser scanner, and a 1-year customer care plan for the software.
The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical capability, past performance, and price, with technical and past performance considered significantly more important than price alone.
Offerors must be registered in the System for Award Management (SAM) and, if applicable, verified in SBA Small Business Search at the time of submission and at the time of contract award. Vendors must also be an authorized distributor and submit their authorization letter from the OEM with their quote.
Offers from non-SAM. gov verified firms will be considered nonresponsive and ineligible for award. Failure to complete specified sections and/or provide OEM letter will be considered nonresponsive and ineligible for award.
