The estimated magnitude of the resulting construction price range is estimated to be between 500,**** and 1,000,****.

The delivery schedule requires delivery within 30 days after receipt of order for the 3D mapping laser scanner and warranty, and within 35 days after receipt of order for training.

Payment will be made by the Department of Veterans Affairs Financial Services Center. Invoices shall be submitted upon acceptance of the product. The contract is firm fixed price.

The bid notice specifies a 5-year customer care plan that includes updates and product warranty for the 3D mapping laser scanner, and a 1-year customer care plan for the software.

The government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The evaluation factors are technical capability, past performance, and price, with technical and past performance considered significantly more important than price alone.

Offerors must be registered in the System for Award Management (SAM) and, if applicable, verified in SBA Small Business Search at the time of submission and at the time of contract award. Vendors must also be an authorized distributor and submit their authorization letter from the OEM with their quote.

Offers from non-SAM. gov verified firms will be considered nonresponsive and ineligible for award. Failure to complete specified sections and/or provide OEM letter will be considered nonresponsive and ineligible for award.

The contract would be for 1 year starting September 1, 2026 through August 31, 2027 with renewal options for an additional 4 years.

The contractor shall supply all labor, travel, materials, equipment, tools, supervision, and all incidentals required to complete on site full service planned maintenance and corrective maintenance repair of the equipment identified in section ii, in accordance with manufacturers recommendations, joint commission standards, design specifications, and the specifications, terms, and conditions of this contract.

The contractor has been provided an opportunity to visit the va medical centers, examine the equipment, and note in writing to the co any condition which may affect the contractors performance of this contract.

The completed SF 330 package shall be delivered on or before June 03, 2026, by 2:00 PM CST.

Firms will be selected for negotiation based on demonstrated competence and qualifications for the required work, in accordance with FAR ****.

Qualified architectural and engineer (AE) contractors that meet the professional requirements are requested to submit SF 330s. The procurement is restricted to Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. Firms must be verified and listed in the Vendor Information Pages database (sam. gov).

If VA determines that an SDVOSB/VOSB awarded a contract did not act in good faith, they shall be subject to referral to the VA suspension and debarment committee, a fine, and prosecution for violating section **** of title 18.
