Respondents must provide their Unique Entity Identifier (UEI), CAGE code, firm name, address, point of contact, phone number, and email address. They must also indicate their interest in bidding if set aside for small business categories, provide information on joint ventures or teaming arrangements, describe their capability to perform the work with at least three project examples from the last five years, and state their bonding capacity. Firms responding to this announcement, who fail to provide all required information requested and outlined above, may be excluded from further consideration in the review and analysis for acquisition strategy determination.

The estimated construction price range for this project is: between $5,000,000 and $10,000,000.

The estimated total value is $1,046,****.

The RFP will utilize best value technical only acquisition procedures.

Offerors must enter a National Institute of Standards and Technology (NIST) score in the Supplier Performance Risk System (SPRS) prior to responding. The NIST score is a responsibility item. Bids/offers from contractors with a NIST score in SPRS will be considered responsible and evaluated/considered for award. Those without a NIST score in SPRS may be deemed nonresponsible and thus not evaluated/considered for award.

The estimated project duration is 180 calendar days.

Minimum capabilities required include experience as a prime contractor, pipeline and cutter suction dredge, deep draft navigation channels, at least 14,000 cy per day, and should be familiar with the traffic conditions on the channel to victoria. All construction performance must be in compliance with the USACE safety and health requirements manual, EM ****, and must also comply with all federal, state and local laws, ordinances, codes and or regulations. For dredging procurements, to be considered small for purposes of government procurement, a firm must perform at least 40 of the volume dredged with its own equipment or equipment owned by another small business dredging concern.
