This is a sources sought announcement for a FY27 Channel to Victoria Maintenance Dredging Contract. The U. S. Army Corps of Engineers Galveston is seeking information on industry capabilities for dredging and material placement. The project is a competitive, firm-fixed-price, sealed bidding contract. The estimated construction price range is between $10,000,000 and $25,000,000, with an estimated project duration of 180 calendar days. Minimum capabilities include experience as a prime contractor with a pipeline and cutter suction dredge, handling deep draft navigation channels, and a daily output of at least 14,000 cubic yards. Firms must be registered in SAM. gov. Responses are due by 2 PM Central Time on August 12, 2026. The solicitation issuance date is anticipated around January 2027, with a proposal due date around February 2027, and an estimated award date in March 2027. Offerors will need a NIST score in SPRS to be considered responsive.
The estimated project duration is 180 calendar days.
Minimum capabilities required include experience as a prime contractor, pipeline and cutter suction dredge, deep draft navigation channels, at least 14,000 cy per day, and should be familiar with the traffic conditions on the channel to victoria. All construction performance must be in compliance with the USACE safety and health requirements manual, EM ****, and must also comply with all federal, state and local laws, ordinances, codes and or regulations. For dredging procurements, to be considered small for purposes of government procurement, a firm must perform at least 40 of the volume dredged with its own equipment or equipment owned by another small business dredging concern.
Firms responding to this announcement, who fail to provide all required information requested and outlined above, may be excluded from further consideration in the review and analysis for acquisition strategy determination. Bids offers from contractors with a NIST score in SPRS will be considered responsive and evaluated considered for award. Those without a NIST score in SPRS will be deemed non responsive and thus not evaluated considered for award.
