The award will be based on best value, considering factors beyond cost. Contractors must be prepared to provide 24/7 emergency service with a one-hour response time. Penalties apply for failure to supply a full-time technician. Pricing forms must be submitted separately.

The county intends to award to the contractor providing the best value, with evaluation criteria including satisfaction of requirements, contractor qualifications, financial condition, risk, and incentives, with costs considered after other factors. it is the intent of the county to award an agreement to the contractor who provides the best value for adams county.
The county may investigate the contractor's ability to perform, requesting information on bonding, licensing, financial statements, past performance, and any lawsuits. he county may make such investigations as deemed necessary to determine the ability of the contractor to perform work
Penalties apply if a full-time technician position remains unfilled or uncovered after 14 days, requiring the contractor to reimburse the county for the actual cost plus 25% of the total cost associated with the position. he contractor will reimburse the actual costplus twentyfive percent 25 of the total cost associated with the position of a full time technician
