Bids are due by Thursday, August 27th, 2026, at 2:00 PM MT.

The county may require up to thirty-one (31) days to process payment after receiving billing in the proper form. For contracts of $150,000 or more, the county shall withhold 5% of monthly partial payments until satisfactory completion.

The contractor warrants that all work, equipment, and materials are free from defects in workmanship and materials for one year after final acceptance.

It is the intent of the county to award an agreement to the contractor who provides the lowest responsive and responsible bid.

The county may investigate the contractor's ability to perform, including bonding capabilities, licensing, financial statements, and past performance. Conditional bids will not be accepted.

Liquidated damages will apply for failure to complete the work by the completion time, with amounts varying based on the original contract amount.

An optional in-person pre-bid meeting or video attendance will be held on July 28, 2026, at 10:00 AM MT at the Colorado Air Space Port.

Any contact with other county personnel or county contractors outside of the purchasing division may be cause for disqualification. Falsifying certifications may lead to prosecution.

Bids are due by August 14, 2026, by 5:00 PM MT. All items are to be shipped freight prepaid, F. O. B. Adams County Detention Facility.

The project completion deadline is the end of February 2027, which is firm. Proposals must include a realistic schedule demonstrating the ability to meet this deadline.

Evaluation criteria, other than costs, are evaluated first, followed by costs against tradeoffs such as satisfaction of requirements, qualifications, financial condition, risk, and incentives.
