Proposals are due by 1:00 PM on September 3rd, 2026. The project completion goal is Spring 2027.

The town shall remit payment to the contractor within thirty (30) days of receipt of an invoice, unless work is found to be defective, untimely, or unsatisfactory.

Contractor expressly warrants that all materials, goods, products, and/or equipment furnished shall be free from defects in materials or workmanship for a period of one (1) year from the date of delivery or installation.

All firms participating must be licensed in the state of Colorado and have a production office located within 100 miles of the Town of Castle Rock.

A mandatory pre-proposal meeting will be held at the site on Thursday, August 13th, at 1:00 PM. Sign-ins will end at 1:15 PM.

Requests for clarification concerning the RFP shall be submitted in writing by email and must be received by 1:00 PM Monday, August 24th, 2026.

Submittals received after the specified time and date will not be accepted and will be returned unopened.

Proposals must be received by 2:00 p. m. MST, July 31, 2026. Submittals received after this date and time will not be accepted and will be returned unopened.

Invoices shall be submitted monthly with appropriate backup information, including project name, invoice number, timeframe for services, total invoice amount, total contract amount, amount spent to date, balance remaining, detailed billing statement, and earned value report. The town shall pay such invoices within thirty 30 days receipt of such invoice.

Selection of proposals will be qualifications and best value based. The final selection will be based on best value.

Each respondent shall be fully capable, qualified, insured and licensed as required to provide these services. Each respondent shall identify the principal in charge and the project manager that would coordinate all services with the town.

Requests for clarification concerning the RFP shall be submitted in writing and must be received by close of business July 17, 2026. Requests submitted via telephone will not be accepted.

The town reserves the right to reject any or all proposals, including without limitation the right to reject any or all nonconforming, nonresponsive, unbalanced or conditional proposals and to reject the proposal of any consultant if the town believes that it would not be in the best interest of the town to make an award to that consultant. whether because the proposal is not responsive or the consultant is unqualified or of doubtful financial ability or fails to meet any other pertinent standard or criteria established by the town.

Work shall be substantially complete within sixty 60 calendar days of the notice to proceed.

Payment for the work performed will be according to the bid schedule, subject to changes as provided in the contract.

The project shall have a one 1 year warranty period.

In determining lowest responsible bidder, in addition to price, the factors considered include delivery/completion time, warranty, and performance factors.

Contractor, and subcontractors if applicable, must show experience in completion of at least two 2 similar projects within the last five 5 years.

Failure to execute the contract and furnish required bonds within ten days of award shall constitute a breach of contract, and the bid guarantee shall be forfeited as liquidated damages.

All questions related to the bid shall be submitted via electronic mail email by 5:00 p. m. , Thursday, June 25, 2026.

Collusion between bidders will be considered sufficient cause for the rejection of all affected bids.
