The City of Greeley is seeking a Construction Manager/General Contractor (CMGC) for the MERGE project, which includes constructing a new regional mobility hub and related infrastructure. Qualifications are due by July 31, 2026. The project involves supporting public outreach, environmental clearances, and working with the city and design consultants. The CMGC will provide preconstruction services and may serve as the general contractor. Key personnel and their qualifications, safety record, and project experience are critical evaluation factors. Qualifications are due by Friday, July 31st, 2026, by 11 am.
Qualifications will be evaluated based on project and technical experience, project approach and understanding, project innovation, approach to cost model, schedule, risk, quality and safety, and approach to fee structure and pricing information. Shortlisted offerors will also be evaluated on their interview performance.
Offerors must meet minimum mandatory qualifications, including a clean record on SAM. gov or ability to register, required licenses and permits, and prequalification with CDOT. Key personnel qualifications, safety record, and past project experience are also crucial.
A prequalification conference is optional and will be held via MS Teams on July 7th, 2026, at 10:30 am MST.
Protests must be submitted in writing to the City Manager within ten (10) calendar days after the aggrieved person knows or should have known of the facts giving rise thereto.
Submittals not meeting minimum qualifications, late responses, failure to note the RFQ number and project name in the subject line, or deviations from response format may lead to disqualification.
