This is a Request for Proposal (RFP) for the design and construction of Building 164 Range Cart Storage Facility at the Federal Law Enforcement Training Center (FLETC) in Glynco, GA. This acquisition is a total small business set-aside. A mandatory site visit is scheduled for June 23, 2026. Proposals are due by 2:00 PM ET on July 31, 2026. The period of performance is from July 31, 2026, to January 27, 2027. The contractor shall provide all necessary parts and labor for the design and construction, including verifying existing conditions and furnishing all labor, materials, equipment, and supervision. Submittals are due no later than 14 calendar days after award. Payment will be made via electronic funds transfer based on satisfactory progress and proper invoices. Performance and payment bonds are required. The contractor must comply with all FLETC safety directives and federal, state, and local requirements. Security background investigations are required for all personnel accessing FLETC facilities.
The entire work must be completed and ready for use no later than 180 calendar days after the contractor receives the notice to proceed. The period of performance is 07/31/2026 to 01/27/2027.
Payment will be based on invoices submitted by the contractor for satisfactorily completed work. Invoices will be processed for payment upon verification of work performed and receipt of proper invoice and required submittals. Payments will be made by electronic funds transfer.
The contract includes clause ****, Warranty of Construction.
This acquisition is a total small business set aside. Contractors must comply with FLETC security regulations and undergo background investigations. Personnel must be authorized to enter FLETC facilities and may be subject to security inspections.
Failure to provide required bonds within the specified time shall be grounds for default. If the contractor fails to execute contractual documents or furnish bonds, the contracting officer may terminate the contract for default.
A site visit is scheduled for June 23, 2026, at 10:30 AM at FLETC Building 200. Attendees must report to the commercial gate 30 minutes prior and complete day pass applications by June 18, 2026.
Contractor personnel may be removed from the job site for misconduct, security reasons, or if found under the influence of alcohol or drugs. Denial of access to FLETC facilities for contractor personnel due to background checks will be borne by the contractor and is not subject to the contract disputes clause.
