Vendors shall submit initial qualification capabilities statements that describes its services and products.

Contractors must hold an active, fully adjudicated Top Secret clearance for personnel and any subcontractors. FEMA will not sponsor a firm's application for a clearance. Vendors shall submit a capabilities statement including previous and active contracts that are similar to work requested. The capability statements shall describe the experience, including tasks performed, period of performance, and dollar amount. Vendors shall state if they have an active TS clearance. Vendors shall state whether if they are a small business as defined by the SBA. If they are a considered a small business any socioeconomic status category.

Except for causes beyond the control of the contractor, if maintenance personnel fail to arrive at the facility within the required response period, the contractor shall grant a credit to the government equivalent to one-half hour for each hour in excess of the required response time. Fractional hours will be rounded to the nearest half hour.

Delivery for the base period is 365 days after award. Option year 1 delivery is 730 days after award, option year 2 is **** days after award, and option year 4 is **** days after award.

Payment will be made by Electronic Funds Transfer (EFT) in accordance with the prompt payment clause and other contract provisions. Invoices must be submitted to femaar@fema. dhs. gov.

Award will be made to the vendor that is most advantageous to the government based on the criteria listed in the RFQ.

Contractor personnel must be U. S. citizens or lawfully admitted permanent residents. Employees requiring access to Area A must receive a favorable police records check. Background investigations may be required.

Contractors may be prohibited from working on the contract if the government deems their employment contrary to the public interest, including due to carelessness, insubordination, incompetence, or security concerns.
