This is a request for qualification capability statements from small businesses for a general infrastructure upgrade project at the Mt. Weather Emergency Operations Center. The project involves roadway rerouting and repair, utility connections, building demolition and repairs, and is expected to last 2 years. Vendors must demonstrate their ability to manage a contract of this size, scope, and complexity, provide specific examples of similar projects, coordinate multiple tasks, hold a Virginia construction license, and be fully insured. The project involves the installation of a self-supporting tower, log periodic antenna, grounding, and transmission line at Camp Denali, JBER, Alaska. The contractor is responsible for all labor, personnel, equipment, tools, materials, and supplies. The project must be completed within 90 days from the award date. The contractor must schedule a start date within 5 calendar days of the award and coordinate with the COR and/or technical monitor in advance of commencing any work. No deviations or substitutions of materials are allowed without prior approval. The contractor must provide all required insurance and certifications. The government owns the hardware and associated systems. All work must be within scope of the Statement of Work (SOW). The contractor shall submit all deliverables to the COR for inspection and acceptance. Normal business hours are Monday through Friday, from 8:00 a. m. to 4:30 p. m. No onsite work shall be performed outside these hours or on holidays unless prior approval is obtained. The contractor will be required to report to the appropriate facility and submit to vehicle searches before access will be granted. The contractor will be required to provide their employees' personal information to the COR 72 hours prior to beginning work. All trash debris generated during the installation must be collected, contained, and removed from the facility at the end of the install.

This is a justification for an exception to fair opportunity for the purchase of integrated continuity communications transport (ICCT) software. The justification is based on the unique nature of the software and the need to maintain existing systems. The closing date for the solicitation has been extended to June 23, 2025, and the renewal period has been changed from 1 year to 5 years. The statement of work outlines the requirements for the renewal of ivr licensing for use on the FEMA secure comms and engineering support contract.
