Sealed bids to perform campuswide snow ice removal and snow melt services are due Tuesday, September 23, 2025, at 3:00 PM. Proposals are submitted in two parts: technical and price. A separate electronic copy of the entire proposal must accompany the package. Offerors must demonstrate 10 years of experience servicing government facilities and three past performance contracts of similar scope. The contract term is 240 calendar days from the Notice to Proceed, with an option to extend. Additional documents, including a signed project management plan, are required. The contractor must furnish required bonds (bid, performance, payment, and warranty) within 5 calendar days of receiving the Notice to Proceed and final acceptance, respectively. The District of Columbia Courts will consider the lowest price technically acceptable response. The pre-proposal site walk is scheduled for Monday, September 8, 2025, at 10:00 AM. All attendees must provide their full name, company name, and email address to participate in the conference call by Friday, September 4, 2025, at 3:00 PM.

The District will make invoice payments under the terms and conditions specified in the contract. The contractor will be compensated upon completion and acceptance of the work as specified in the contract.
The contractor warrants that all products furnished under this contract will be free from defects in material or workmanship and will conform with the specifications and all other requirements of this contract. The contracting officer will give written notice to the contractor of any breach of warranty.
The award will be based upon the lowest price technically acceptable response.
The District will consider only those firms who are able to demonstrate compliance with the following minimum qualifications requirements: experience, contractor should have at least 10 years of experience servicing government facilities and three past performance contracts of similar scope; firm capacity, contractor should demonstrate capacity to services multiple facilities simultaneously.
The contractor, its agent and subcontractors shall be liable for liquidated damages for each day of delay in achieving substantial completion.
A site walk will be held on Monday, September 8, promptly at 10:00 AM at the 500 Indiana Avenue main entrance.
Any aggrieved person may protest this solicitation, award or proposed contract award in accordance with chapter 8 of the procurement guidelines of the district of columbia courts within ten 10 calendar days after the basis of the protest is known or should have been known, whichever is earlier.
