The City of Detroit is implementing a Basement Flooding Protection Program to improve underground pipes, sewers, and catch basins. This program aims to reduce basement backup and flooding risks. The contract involves various work items including sewer and pipe work, backflow prevention valve installation, downspout modifications, fence and sidewalk replacement, concrete work, landscaping, and tree services. Contractors must be licensed plumbers or master plumbers. The contract duration is from notice to proceed until March 31, 2027, with substantial completion within 670 calendar days and final completion within 529 calendar days. Liquidated damages apply for delays. Bidders must submit a qualifications statement and other required documents. Preference is given to Detroit-based businesses.
The work will be substantially complete within 670 calendar days after the contract times commence, and ready for final payment within 529 calendar days after the contract times commence.
Owner shall make progress payments monthly based on contractor applications, typically 90% of work completed, with retainage. Upon substantial completion, 100% of work completed is paid, less set-offs. Final payment is made upon final completion and acceptance.
Contractor must provide a one (1) year warranty.
A qualifications statement must be fully completed by the bidder. Failure to provide requested information may lead to disqualification. Supporting information must be attached.
Liquidated damages apply for delays: $1,**** per day for substantial completion delay and **** per day for final completion delay.
Failure to provide complete information in the qualifications statement, failure to provide proper documentation for credits, or engaging in corrupt, fraudulent, collusive, or coercive practices may lead to disqualification.
