Project involves curb and gutter replacement, sidewalk replacement, and HMA hand patching at the Hannah Community Center. Proposals are due by 11:00 AM on Tuesday, August 4, 2026. Bidders must submit a bid bond of 5% of the bid amount. Prevailing wages are required. The City of East Lansing reserves the right to reject any or all proposals.
The entire project shall be completed on or before Wednesday, September 30, 2026.
Payments based on progress estimates will be made on or about the fifteenth of each month. The city will retain ten percent of the dollar value of the work completed until the contract is fifty percent complete. At the time of final payment, all retainages shall be released.
The contractor shall furnish a maintenance and guarantee bond to correct any defects due to faulty materials or workmanship which appear in the work within one year from the date of final acceptance.
The city will apply its local purchasing preference policy in making the award of this contract.
Bidders shall be prepared to furnish sufficient evidence as to their qualifications to perform the project work, such as record of past performances including references, equipment, and personnel available, and such other pertinent and material facts as may be desirable.
Should the work not be finished within the specified time, there may be deducted by the City from the final certificate to the contractor, a sum computed at the rate of one thousand dollars ($1,****) per calendar day for each and every calendar day the project is not completed.
Reasons for disqualification include more than one proposal for the same work, evidence of collusion, unbalanced proposals, failure to submit a unit price or lump sum for each item, lack of competency, unsatisfactory performance record, uncompleted work that might hinder completion, conflict of interest, using a form other than furnished, unauthorized additions, or conditional/alternate bids.
