The city agrees to pay the service provider following receipt of a detailed invoice reflecting the actual work performed, with a maximum price for materials, labor, and expenses as reflected in Exhibit B.

The crosswalk art is expected to have a lifespan of approximately 3-5 years without the need for major maintenance until after that time.

Proposals will be evaluated based on artistic merit, feasibility, experience, and responsiveness to project goals.

Eligible applicants must be artists aged 18 and over, with at least 1-3 years of experience painting murals, crosswalks, or other public artworks. Applicants must be legal to work in the United States.

Vendors are encouraged to attend the optional pre-bid meeting, which will be held on Thursday, July 30, 2026, at 10:00 a. m. EST via Microsoft Teams.

Proposals must include work samples (3-5 examples) and up to ten (5) images of past work may be sent as digital images in PDF or JPEG format.

A maintenance bond, in the amount of one-third (1/3) of the contract price, guaranteeing the repair or replacement caused by defective workmanship or materials for a period of one (1) year from the completion of construction.

The contractor and subcontractor is required to provide a license for utility contracting work. Your license must be submitted with your bid. If not received your firm will be disqualified from participation.
