The City of Fairburn is seeking proposals from qualified contractors to perform zoning updates. The project involves rewriting the zoning ordinance, sign regulations, and design standards to create a modern, user-friendly ordinance. Proposals must be submitted electronically via BidNet no later than 2:30 p. m. local time on Tuesday, June 23, 2026. Proposals will be evaluated based on experience and qualifications (25%), work plan, methods, and schedule (25%), environmental protection measures and safety plan (15%), price and value (25%), and references and past performance (10%). The City reserves the right to award based on best overall value. Mandatory requirements must be met, or proposals will be rejected. Mandatory documents include a Contractor Affidavit under ****, Drug-Free Workplace certification, Non-Collusion Affidavit, and Debarment Certification Form.

Payments will be invoiced monthly and due 30 days after receipt by the City. Payment for reimbursable and hourly expenses may be invoiced on demand and will be due 30 days after receipt by the City. No expenses are reimbursable unless approved in advance in writing by the City.
Proposals will be evaluated based on responsiveness and completeness of proposal (pass/fail), experience and qualifications (25%), work plan, methods, and schedule (25%), environmental protection measures and safety plan (15%), price and value (25%), and references and past performance (10%). The City reserves the right to award based on best overall value, not necessarily the lowest price.
Proposals shall be made by qualified contractors.
The City may penalize the contractor one percent (1%) per day for a period of up to ten (10) days for each day that delivery or replacement is late.
An optional pre-proposal conference will be held on June 4, 2026, at 10:00 a. m. via Teams.
The bid notice does not require sample submissions.

Failure to meet any mandatory requirement will cause rejection of the offeror's proposal. Violations of communication guidelines may result in disqualification. Failure to provide the contractor affidavit and agreement with your bid/proposal submittal may result in bid/proposal being deemed nonresponsive and automatic rejection.
