Proposals are requested for janitorial services for up to five city facilities. A mandatory pre-bid meeting is scheduled for June 16, 2026. Questions are due by June 18, 2026. Proposals are due by June 30, 2026, at 10:15 am. The contract is anticipated to commence on August 1st, 2026. Price is not the sole determining factor. Local proposals will be given preference. The contractor must comply with local ordinances, including living wage and non-discrimination requirements. Davis Bacon prevailing wages apply for contracts over $25,000. A surety bond is required. The contract will be a fixed fee form of contract with monthly payments. Proposals must be submitted on prescribed forms, including a proposal summary, firm profile, work plan, staffing, and cost information. References are required. Faxed or emailed proposals will not be accepted.

Payments will be based on monthly invoices and net 30.
The contractor shall furnish a surety bond guaranteeing the proper completion of the work and the maintenance of the work during the period of one year from and after the date of completion and acceptance of the same.
Acceptance of proposals will be based on quality and completeness of proposal, quality, performance and effectiveness of the solution, goods and/or services to be provided, proposer's experience, cost to the city, proposer's financial stability, proposer's ability to perform the work within the time specified, proposer's prior record of performance, and proposer's compliance with applicable laws. Price shall not be the sole determining factor.
Firms must be qualified to provide janitorial services. Key project team members may be subject to a background check.
If a contractor loses a key, they shall be required to pay **** for each replacement key. If a breach of security results from the loss of keys requiring locks to be replaced or rekeyed, the contractor shall be required to pay the actual cost for each lock affected. These charges shall be deducted from monthly payments.
A mandatory pre-bid meeting will be held at City Hall, 1 South Huron Street, Ypsilanti, Michigan, on Tuesday, June 16, 2026, at 10:00 am.
Factors such as evidence of collusion, attempt to improperly influence evaluation team, lawsuits or disputes with the city, incorrect information submitted, inability to complete responsibilities, or default under a previous agreement may be considered just cause to disqualify a proposal.
