Proposals must be submitted to the City Clerk's 3rd floor office at City Hall, 777 Cypress Avenue, Redding, CA ****, prior to 3:00 PM PT on Friday, August 29, 2025. Proposals received after this time may not be accepted. The proposals will be opened at 3:00 PM PT on Friday, August 29, 2025, in the designated City Hall conference room. The proposer shall provide the original unbound, one bound copy and a USB drive with a PDF copy of the proposal. Electronic submission is not allowed. A separate, sealed envelope containing the fee proposal must be submitted. The cutoff date and time for receiving questions regarding this bid is 5:00 PM PT on Thursday, August 14, 2025. All inquiries must be made in writing and submitted to the email address shown below. The contract will commence upon award and terminate on September 1, 2035. The contract may be extended by one-year periods, subject to satisfactory performance, and agreement to continue to operate under the same terms, conditions, and contracted labor rates, unless mutually agreed otherwise. consultant will not exceed the authorized total budget without written approval from REU. The contractor must meet the following minimum qualifications: 1. The contractor, and subcontractors, must have and maintain insurance for the term of the contract. 2. Contractor, and subcontractor, personnel shall be qualified to work on this project and shall provide the city with any appropriate proof of qualifications. 3. The contractor must have the ability to accurately and thoroughly complete all the services described within the scope of work, and within the timeframe set for the project. 4. The contractor must have at least ten (10) years of experience performing like services. The proposal shall include, as a minimum, the following information in the order shown below: 1. Cover/transmittal letter; 2. Qualification statement and declaration; 3. Overview of contractor/subcontractors; 4. Project proposals; 5. References; 6. Project costs. The fee schedule shall include the total not-to-exceed cost of the proposed services, cost breakdown, payment terms, and invoicing intervals. The proposal must be in a format that readily allows attachment of required exhibits A and B to the contract. The city reserves the right to reject any and all proposals, to waive any nonmaterial irregularities or information in any proposal, and to accept or reject any combination of items. The award of the contract, if it is awarded, shall be made on the basis of availability of budgeted funds and to a responsible contractor who presents the best value to the city per Redding Municipal Code 4. 20. 040c. The awarded vendor/
consultant may be required to obtain a city of Redding business license per municipal code 6. 02 business licenses. Failure of the selected firm to meet contract submission requirements e. g. insurance or failure to timely execute an agreement with the city may result, in the sole discretion of the city, a decision to select from the remaining proposers or to call for new proposals.
