Proposals will be evaluated based on qualifications and relevant experience (25%), proposed approach and methodology (25%), community engagement strategy and demonstrated equity practices (20%), qualifications of assigned key personnel (10%), cost proposal and overall value to the city (15%), and references from comparable municipal clients (5%).
Proposals should demonstrate experience preparing municipal master plans, expertise in community engagement, strong graphic design, mapping, and data analysis capabilities, and experience integrating sustainability, equity, and economic development.
