Bid submissions are due by the bid opening date and time indicated on the BidBuy posting. Bidder submissions will only be considered if they are received through BidBuy and on or before the time and date indicated as the bid opening date on the BidBuy posting.

The awarded vendor shall invoice at the completion of the contract unless invoicing is tied to milestones, deliverables, or other agreed-upon requirements. The bulletin posting contains the billto address: where invoices should be sent.

The award will be made to the lowest priced responsive and responsible bidder whose bid meets the specified criteria. The state will award by the lowest overall total price.

Bidders must be registered as a small business in the Illinois Procurement Gateway (IPG) at the time of bid opening. This solicitation is open to small business set-aside vendors who are actively registered in the Illinois Procurement Gateway IPG at the bid opening date and time.

A mandatory walkthrough will be held. A mandatory presubmission conference or walkthru, listed in the prebid conference: field of the bidbuy posting. Please refer to bidbuy for this information.

Protests related to specifications must be received no later than fourteen (14) days after the solicitation or addendum was posted. Protests related to rejection of proposals or awards must be received by close of business no later than fourteen (14) days after the protesting party knew or should have known of the facts. For protests related to specifications, the protest review office must receive the protest no later than fourteen 14 days after the solicitation or related addendum was posted to the bulletin.

Failure to submit required documents, such as vendor disclosure or IPG active registered vendor disclosure, and utilization plans with the bid may render the bid nonresponsive. Not attending the mandatory walkthrough will also lead to disqualification. Failure to submit vendor disclosure or ipg active registered vendor disclosure, as applicable, and the utilization plans, as applicable, with the bid submitted in bidbuy shall render the bid nonresponsive.

Award will be made to the offeror representing the best value to the government. The government will evaluate quotations based on the lowest price technically acceptable criteria.

Offerors, or the product or service, are not required to meet a qualification requirement to be eligible for award.

Failure on the part of the contractor or its subcontractors to comply with the terms of the clause regarding antidiscrimination and DEI compliance may be grounds for the contracting officer to terminate this contract for default.
