Guard is procuring grounds maintenance services for the USCG Sector San Diego and Point Loma Senior Housing Quarters for the period 09/30/2025 - 09/30/2026. The contractor will be responsible for all personnel, management, supervision, materials, supplies, tools, transportation, and equipment (except government-furnished property). The work includes mowing, debris removal, edging, trimming, pruning, vegetation replacement, weed control, fertilization, grounds clearing, sprinkler maintenance, and other necessary efforts. The contractor must comply with all federal, state, and local regulations, environmental protection statutes, and industry standards. A quality control plan must be submitted, and the contractor must provide qualified personnel, including a site manager, and ensure employee training and safety. The government will furnish electricity and water. Dumpsters are provided for joint use. The contractor must submit material safety data sheets (MSDS) for all chemical products 15 days prior to use. The contractor must maintain a current listing of all employees, including subcontractors, with names and social security numbers. The annual grounds maintenance plan must be submitted for review and approval prior to the contract start date. The plan must list the location of each task, frequency, and material specifications. The contractor must notify the COR of any inoperative sprinklers, valves, and damage to buildings within one working day. The contractor must report all accidents with injury or property damage to the KO within 24 hours. The contractor must report fires to the facility officer of the day. The contractor must ensure cleanup after inclement weather within 3 days. All articles found by contractors' employees must be turned in to the COR. The government will evaluate the contractor's performance through periodic inspections and random checks. Payment deductions may be taken for unsatisfactory performance.
