Sealed hard copy or electronic bids will be received until Thursday, July 02, 2026, 2:00 p. m. , CT.

Minimum terms will be net 30 days after receipt of material/service unless a discount is involved. Terms offering a discount for prompt payment will only be considered in determining the low bid if the discount period is 15 days or greater.

The vendor expressly warrants that all material or services covered herein shall conform to all specifications, drawings, samples, and descriptions furnished or adopted by ECUA and shall be of the best quality and fit and sufficient for the purpose for which purchased, if specified hereon, merchantable of good material and workmanship, and free from all latent and patent defects. Vendor agrees to be responsible for all defects in design, workmanship, and materials, which may become apparent within twenty-four (24) months of receipt by ECUA.

ECUA reserves the right to accept a bid that in its judgment is the lowest and best bid of a responsible bidder. ECUA may award a purchase order based only on the base bid, the base bid plus all alternates, or the base bid plus any alternates which ECUA selects with all decisions being made based upon what ECUA believes to be in the best interests of its ratepayers.

Vendor must hold a valid State of Florida chemical pesticide license, able to treat all aspects of turf and beds. Contractor may not use a subcontractor. It is preferred that contractor has three (3) equivalent sized properties/contracts, for references. Properties will be called upon and they must be recent (1-3 years) or current customers. It is preferred that contractor provide five (5) references total of five (5) needed. Two (2) of the five (5) can be from any past/current customer you wish.

A non-mandatory pre-bid meeting will be on June 04, 2026, at 09:00 AM, CT, in the Maintenance and Facilities Building, **** Sturdevant St, Pensacola, FL ****.

Notice of protest of any portion of a solicitation or intended decision based thereon shall be delivered to ECUA within three (3) business days of the protestor's receipt of the solicitation or notice of any intended decision based thereon.

Conduct inconsistent with the 'cone of silence' section may be grounds for disqualifying the offending proposer from consideration or from submitting any future proposal.

Vendors must be qualified to provide towing, vehicle removal, and storage services.

Responses will be received electronically by the Authority until 5:00 PM AST, Friday, June 5, 2026.

The Virgin Islands Port Authority is seeking the services of one or multiple qualified and experienced contractors.

Any attempt by vendors during the proposal process to contact Authority personnel may result in disqualification.

This solicitation is reserved for small business enterprises certified as a small business by the city, palm beach county or the school board of palm beach county and domiciled in palm beach county are eligible to bid.
