The successful contractor shall submit monthly invoices to the county's project manager. The county is exempt from paying state or local sales taxes.

Proposals will be scored based on availability and timeline (30%), understanding, approach, and equipment used (30%), company qualifications and experience (15%), and cost (25%).

Contractors must have a minimum of three years of experience, established satisfactory performance records, and sufficient financial support, equipment, and organization. The county may investigate the contractor's ability to perform, including bonding capabilities, licensing, and financial statements.

The county reserves the right to cancel the contract and secure services from another contractor if the awarded contractor fails to complete the work within the timeline. The county may also seek additional costs incurred due to the delay.

A pre-solicitation meeting is scheduled for July 15, 2026, at 1:00 PM at the El Paso County Charles Chuck Brown Transportation Complex. Examination of the site and contract documents is recommended.

Failure to satisfactorily complete work within the agreed timeframe without reasonable cause could result in non-acceptance of work, a less than satisfactory performance report, and a price reduction.
