The City of New Britain is soliciting bids for the Myrtle Street Complete Streets Improvements Project. The project involves comprehensive street improvements including new granite curbing, brick paver sidewalks, concrete sidewalks and pedestrian ramps, driveway aprons, catch basin replacements, milling and paving, new signage and pavement markings, street trees, and traffic signal upgrades. Bids are due by 11:00 AM on June 2, 2026. A pre-bid conference is scheduled for May 21, 2026, at 10:00 AM. Attendance at the pre-bid conference is strongly recommended. Bidders must submit a bid bond or certified check for 10% of the total bid amount. The contract will be awarded to the lowest responsible bidder. Prevailing wage rates apply to this project. Contractors must comply with all relevant state and federal laws regarding affirmative action and non-discrimination. Failure to submit a completed non-collusion affidavit may result in bid rejection. The contractor is responsible for obtaining all necessary permits and approvals. Work is to commence within 10 calendar days of the notice to proceed, and completion is required within 365 calendar days. Liquidated damages of $2,**** per calendar day will be assessed for delays. A performance bond and labor and material payment bond of 100% of the contract amount are required. Subcontracting requires prior written approval from the owner. The contractor must maintain insurance coverage as specified in the bid documents.
The contractor shall agree to complete the work within 365 calendar days from receipt of the notice to proceed.
Not less than the minimum salaries and wages as set forth in the bid documents must be paid on this project.
The contractor guarantees the work done under this contract and the materials furnished by him and used in the work are free from defects, and the guarantee is for a term of one year from and after the date of the certificate of project completion.
If the contract is awarded, it will be awarded on the basis of the lowest bid and the selected alternative andor optional bid items, if any.
The owner may make such investigations as he deems necessary to determine the ability of the bidder to perform the work, and the bidder shall furnish to the owner all such information and data for this purpose as the owner may request.
If the contractor neglects, fails or refuses to substantially complete the project work within the time of completion as specified herein, or any proper extension granted thereto by the owner in accordance with the general conditions, then the contractor shall agree, as part consideration for the award of this contract, to pay to the owner a liquidated damage for breach of contract for each and every calendar day that the contractor shall be in default on the subject project.
Prior to bid submittal, it is the responsibility of each bidder to visit the project site and verify and become familiar with existing site conditions and other site attributes which may affect performance of the proposed work.
All disputes arising under this contract or its interpretation, whether involving law or fact or both, or extra work, and all claims for alleged breach of contract shall within ten 10 days of commencement of the dispute be presented by the contractor to the owner for decision.
