Fayette County Public Schools (FCPS) is seeking motor coach and charter bus services on an as needed basis. Proposals are due August 10, 2026, by 2:00 PM local time. The contract term is from October 1, 2026, to September 30, 2027, with potential for four one-year renewals. FCPS uses BidNet for all bids and notifications. Award will be based on best value, considering pricing and technical requirements. Past performance will be considered. Offerors must comply with all applicable federal, state, and local regulations. Background checks are required for drivers. Insurance requirements include workers' compensation and automobile liability. A certificate of insurance must be submitted with the proposal.
Proposals must be received by August 10, 2026, by 2:00 PM local time. Late proposals shall not be considered for award.
Payments for bid items are normally approved at the regularly scheduled meeting of the board on the fourth Monday of most months, provided bid items and invoices are properly received by the first Monday of the month. Payments may be made early to take advantage of cash discounts offered provided the taking of such discounts is advantageous to FCPS.
The RFP shall be awarded to the responsible and responsive offerors providing the best value. In determining the best value, the following criteria shall be considered: pricing structure (500 points) and technical requirements: experience, references, qualifications, policies and forms (500 points).
Offerors with a record of poor performance with the school district in the last 24 months may be found non-responsible and ineligible for award. The bidder must furnish certification of authority to conduct business in the Commonwealth of Kentucky.
KRS **** provides severe penalties for violations of laws relating to gratuities or kickbacks to employees designed to secure a public contract for supplies or services. Violation of rules regarding alcohol, drugs, tobacco products or firearms is considered a breach of contract and may lead to termination for cause.
Any actual or prospective bidder, offeror or contractor who is aggrieved in connection with the solicitation or the award of a contract may protest in writing, within 14 days after such aggrieved person knows, or should have known, of the facts giving rise thereto.
Proposals submitted on company forms may be rejected. Erasures or the use of typewriter correction fluid on proposal forms are unacceptable and may result in rejection. Failure to provide documentation supporting a bidder's claim of resident bidder status upon request shall result in disqualification.
