Bidders must fully complete the mandatory pricing schedule, including all costs, fees, licenses, and expenses for delivery and performance of the requested commodities or services. A pre-bid site visit is scheduled for 09/18/2025 at 11:00 AM CT. Responses must be submitted via the specified email address or the DPS online bid room. Bidders must provide evidence of financial resources and ability to perform, including audited financial statements for the last two years or equivalent documentation. The contract term commences on the effective date and expires one year from that date, with a possible six-month extension. DPS reserves the right to reject any or all bids, accept other than the lowest priced bid, and waive minor informalities and irregularities. Bidders must comply with all requirements of the solicitation, including the mandatory pricing schedule and statement of work. Bidders must acknowledge receipt of all solicitation addenda by the deadline. Late submissions, changes, and withdrawals of responses are not accepted after the deadline. The response and other information submitted to DPS by the bidder are subject to release as public information by DPS. Bidders must clearly label any proprietary or confidential information and identify the legal basis for confidentiality.

DPS recommends electronic funds transfer (EFT), also known as direct deposit. If chosen, bidders must submit a completed direct deposit authorization form. Regardless of the chosen method, bidders must submit a completed application for Texas identification number (AP152) and request for taxpayer identification number and certifications (W9 form) with their bid submittal.
DPS will evaluate responses in accordance with the best value standard in Texas Government Code ****. Bidders' past performance will be measured in accordance with applicable provisions of Texas Government Code ****, ****, ****, ****, and ****.

DPS may pursue and enforce any available remedies against the bidder for making any false statement, including disqualifying the bidder's response, immediately cancelling any contract awarded to the vendor, or recommending state of Texas debarment. Failure to sign will deem the response nonresponsive.
