Network Training Government Bids & RFPs

The period of performance for the services described in items 1-5 will be for one year. The period of performance for the services described in items 6-7 will be one year.

The base WP1 period of performance is estimated from the award date (August 31, 2026) through December 11, 2026. Option periods are WP2 (10 weeks), WP3 (12 weeks), and WP4 (6 weeks).

Vendors must demonstrate financial, technical, and professional capacity, including significant experience in design and development of military-oriented data/information visualization, UI/UX concepts, wargames, and game design for military organizations. Participation is restricted to vendors from NATO member nations.

The estimated total contract value, inclusive of options, is USD 350,****.

Performance is expected to be completed within 180 calendar days from the date of award.

Payment requests and receiving reports must be submitted electronically via the Wide Area Workflow (WAWF) system. Specific document types for payment requests depend on the line item type (e. g. , cost-type, fixed-price).

The award will be made to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government, price and other factors considered. The contracting officer will first rank all responsive quotations based upon the offeror's total evaluated price (TEP). The lowest offeror's price will then be evaluated for technical capability on an acceptable/unacceptable basis.

Vendors must be registered and active in the System for Award Management (SAM) at www. ***. *. * business contractors must be certified in accordance with current Small Business Administration (SBA) regulations.

Failure to comply with health and safety rules and requirements, unless promptly corrected as directed by the contracting officer, shall be grounds for termination of this contract in accordance with the default clause of this contract.

The contractor shall provide an individual qualified in all aspects of ELMR system management. Personnel hired by the contractor must be fully qualified at the current system release to manage, operate, and maintain the ELMR system and train end users on the land mobile radio LMR system. The contractor shall ensure that if/when the ELMR system is upgraded, the FST will be trained on the upgraded system release. The FST will be a Motorola Astro 25 LMR subject matter expert (SME) to assist in supporting the Aviano AB LMR network. The LMR FST will be factory authorized with all appropriate factory training completion certificates. The FST will have a Bachelors degree or an Associates degree and four years of specialized experience or a high school diploma and eight years of specialized experience in the telecommunications/LMR maintenance field with specific experience in field support of the following systems or technologies: Astro technology, Project 25 technology, AES key management, Over-the-Air Rekeying (OTAR) and Over-the-Air Programming (OTAP), Radio Management Suite, Customer Programming Software (CPS) extensive knowledge in code plug creation and troubleshooting, **** dispatch consoles, or equivalent modern model, conventional channel gateways, Project 25 subscriber radios, computer skills in all applicable databases and projects, US citizen with a secret security clearance, CompTIA Security or Network certification.

The contractor shall notify the government at least 45 days in advance of an on-site visit to Aviano AB. The contractor shall submit all necessary documentation and requested information within two business days of request or risk not being granted access to Aviano AB for the dates requested. In the event contractor personnel cannot access Aviano AB, the contractor shall bear all responsibilities for additional travel costs and account for the project delays accordingly.

The government reserves the right to remove from the job site any employee who endangers persons or property, whose performance is inconsistent with the interests of military security, or whose presence deters the accomplishment of work. Any contractor personnel suspended from duty for alcohol and/or drug use will be prohibited to perform under this or any other contract with the United States government.

Responses to this RFI are to be submitted in writing no later than June 18, 2026, at 12:00 p. m. Hawaii Standard Time (HST).

The RFI asks for suggested credentials, qualification, and experience required to deliver these services.

A general meeting is not planned as part of this RFI.
