This solicitation is for the overhaul of flight instruments for the UH-60 Blackhawk. The procurement will be a five-year, firm fixed price, indefinite delivery/indefinite quantity (IDIQ) maintenance and overhaul contract. The solicitation uses a two-step sealed bidding method. Step one is a technical evaluation, and only bids deemed acceptable will proceed to step two, which includes pricing. The National Nuclear Security Administration (NNSA) is seeking to award a sole-source contract to Portside, Inc. for flight operation software (FOS) services. The contract is for two years, with a base year plus one-year option. The justification for the sole-source award is based on the minimal notice divestiture of the FOS software services from ARINC to Portside, and the need for continuity of the national security mission. Market research was conducted to identify other potential sources, but Portside was deemed the only responsible source. The contracting officer will determine the fairness and reasonableness of the price.
