The City of Rolling Meadows is seeking proposals for the operation and maintenance of the Rolling Meadows Transfer Station (RMTS). The selected contractor will enter into a lease and a host agreement with the city. The lease term is approximately 120 months, commencing on August 21, 2026, and expiring on August 31, 2036. Proposals are due by April 7, 2026, at 4:00 PM CDT. A pre-proposal meeting will be held on March 18, 2026. The contractor must provide a performance bond or irrevocable letter of credit in the amount of $500,000. 00. The city will evaluate proposals based on qualifications, experience, and economic benefit. The contractor will be responsible for providing all labor, equipment, and supplies needed to receive, sort, process, store, transload, and transport municipal solid waste. The contractor must also maintain the facility and property. The host agreement includes a host benefit fee and a disposal swap or fee. The city reserves the right to reject any and all proposals.
The proposal due date is uesday, april 7, 2026, 4: 00 p. m. cdt.
The contractor shall pay the city an annual base rent, payable on a quarterly basis with the first payment due on the commencement date of the lease. The base rent shall escalate annually, beginning on september 1, 2027, based on the annual rent listed on the rent schedule included in the lease. In addition, the lease shall be construed as a triple net lease. Contractor shall pay the city upon execution of the host agreement the sum of one hundred thousand and no100 dollars 100, 000. In addition, the contractor shall pay the city the perton hbf in equal quarterly installments, due and payable on the first day of each calendar quarter thereafter. beginning on september 1, 2027 and on each subsequent september 1 thereafter of the host agreement, the hbf shall increase in accordance with the hbf amount per ton listed on the price schedule included in the host agreement for each year of the host agreement. The city shall pay the contractor the accepted disposal swap fee if any on a monthly basis, within 45 days after the receipt of the invoice for the disposal swap fee owed for the previous month. beginning on september 1, 2027 and on each subsequent september 1 through december 31, 2031 of the host agreement, the disposal swap fee shall increase in accordance with the disposal swap fee amount per ton listed on the price schedule included in the host agreement for each year of the host agreement, but ending on december 31, 2031. beginning on january 1, 2032, contractor shall charge, and the city shall pay, a per ton disposal fee for the transload and disposal of all residential municipal solid waste delivered to the facility by the city or its contracted waste hauler. the city shall pay said fee on a monthly basis, within 45 days after the receipt of the invoice for the disposal fee owed for the previous month. beginning on january 1, 2033 and on each subsequent january 1 through the remaining term of the host agreement, the disposal fee shall increase in accordance with the disposal fee amount per ton listed on the price schedule included in the host agreement.
City staff will evaluate proposals with regard to qualifications and experience, ability to provideservices consistent with the terms of the lease and all regulatory permits, consistent within theidentified time schedule, reasonableness of the transition plan, intended equipment to sufficientlyoperate the facility, services offered, support of the citys mission, deviations to the scope ofservices, exceptions to the terms and conditions of the draft lease and the draft host agreement, economic benefit to the city, and cost of any proposed disposal swap fees.
The city reserves the right to determine the competence and financial and operational capacity of any contractor.
Contractor shall be subject to a penalty of not to exceed 10, **** per day for knowingly maintaining on the property any hazardous materials. The contractor shall be subject to a penalty of not to exceed **** per day for each violation of the terms of this lease or illinois environmental protection agency permit.
The city will host a preproposal meeting at its public works facility, **** berdnick street, rolling meadows, on wednesday, march 18, 2026, at 10: 00 a. m. cdt.
The deadline for receipt of questions is monday, march 23, 2026, 5: 00 p. m. cdt.
