Clackamas County is seeking proposals for a contractor to provide eviction prevention assessment and referral services as part of their Coordinated Housing Access (CHA) system. The contractor will act as the Eviction Prevention Assessment Team (EPAT), receiving live call transfers from CHA for individuals seeking to remain housed. Services include assessment, homelessness diversion, and referral using a Housing Problem Solving (HPS) approach. The contractor will manage referrals to eviction prevention programs and other housing stabilization resources, coordinate closely with the CHA team, and utilize the Homeless Management Information System (HMIS). The anticipated staffing model includes three full-time equivalent calltakers and one half-time supervisor/manager. Key deliverables include launching services by June 2026, answering at least 75% of incoming calls live, and providing quarterly reports. Proposals are due by May 20, 2026, at 2:00 PM Pacific Time.

The bid notice states that in the award of the contract, the board of county commissioners will consider the element of time, will accept the proposal or proposals which in their estimation will best serve the interests of Clackamas County and will reserve the right to award the contract to the contractor whose proposal shall be best for the public good.
The selected vendor must demonstrate the ability to operate a multiline phone-based service compatible with the county's system, receive and manage calls for rental assistance, coordinate closely with the CHA team, provide assessment, diversion, and referral using a Housing Problem Solving (HPS) approach, maintain all referrals through the CHA system, develop and maintain strong working relationships with partner agencies, and utilize HMIS for documentation and referrals.
A non-mandatory pre-proposal meeting will be conducted on May 6, 2026, at 3:00 PM Pacific Time via Zoom.
The protest of specifications deadline is April 27, 2026, at 5:00 PM Pacific Time. The deadline to submit a protest of award is seven (7) days from the intent to award.
