Proposals are qualification-based.

Firms or individuals must be qualified to work as a contract investigator to investigate leads on organized retail crime cases.

The price range is not to exceed 100,000.

The lease is a fully serviced lease with rent covering all lessor costs, including operating costs, real estate taxes, and insurance.

The lease will be awarded to the offeror whose proposal is most advantageous to the government, considering a combination of technical factors and price, which are approximately equal in importance.

Offerors must verify that the building, offered space, and areas serving the offered space meet lease accessibility requirements, or include improvements to bring them into compliance. Similarly, buildings must meet fire protection and life safety requirements, or include improvements.

Demolition or destruction of a historic property by an offeror in anticipation of a lease award may disqualify the offeror. The government may also reject offers with inadequate documentation, unmitigable adverse environmental impacts, or extensive NEPA analysis requirements.

Submissions will be evaluated based on the quality and success of past projects, experience with comparable developments, financial capability, understanding of downtown redevelopment and placemaking, quality and creativity of the proposed vision, ability to deliver a transformative project, demonstrated ability to collaborate with public sector partners, and overall responsiveness to the RFQ. Experienced and financially capable development teams are sought, with demonstrated experience in vertical mixed-use developments, downtown or urban infill projects, public-private partnerships, restaurant, retail, and office projects, and catalyst redevelopment projects. Applicants should have significant managerial experience and technical knowledge in several of the various phases of infrastructure finance and P3 development and implementation. The successful candidate should have project experience in one or more of the following sectors: energy generation and transmission facilities, renewable energy, water projects, toll roads, airports, seaports, light rail projects, railroads, or other essential infrastructure sectors. Both P3 and project finance experience is desirable. Prior overseas work experience in challenging environments is highly desirable. Spanish fluency is required for most posts in Latin America, and Portuguese and French fluency is highly desirable for lusophone and francophone countries, respectively. Other foreign language capabilities may also be useful. English speaking assignments may be available in some countries. Candidates should have strong communication and public presentation skills. Candidates must have the ability to work independently and gain the confidence of host government officials and counsel them about policy choices and their consequences. Advisors should be capable of assisting government officials in assessing the optimal project delivery format for their projects with an emphasis on mobilization of private capital.
