Payment is based on hourly rates for hours actually worked under a service order. The agency has no obligation to pay any mobilization, recruitment, training, orientation, uniform, equipment, vehicle, fuel, overtime, administrative, late, or termination charge.
The agency will award on a best value basis, not a low proposal basis. Evaluation factors include cost (50 points), relevant experience (20 points), technical approach (15 points), managerial capacity (10 points), and Section 3/MWBE compliance (5 points).
Contractors must be qualified, licensed and insured and hold a current pps board contract security company license. Officers must be registered with the PPS board, and armed officers must hold a current armed security guard firearm registration permit.
Performance deductions will be applied automatically to the monthly invoice for failures like late or missed post coverage, missed guardtour checkpoints, and late reports. The deduction schedule is incorporated into the contract.
