The Iowa Army National Guard is seeking preventative maintenance services for their Controlled Humidity Asset Program (CHAP) systems. The contractor will be responsible for providing all personnel, equipment, and materials to perform scheduled preventative maintenance on CHAP systems, including dehumidification units, controls, sensors, and safety devices. The objective is to extend equipment service life and maintain operational status. Services will be performed at various IA ARNG CHAP system sites. The period of performance is 120 days from the date of award. The contractor must develop and maintain an effective Quality Control Plan (QCP) and adhere to installation access and security requirements, including iWatch training. Teleworking is not authorized. The contractor must also comply with communications security (COMSEC) and IT security regulations. Key personnel must be designated, and a contract manager will oversee performance. The contractor must also adhere to a zero-tolerance policy regarding trafficking in persons and manage any organizational conflicts of interest (OCI). The contractor is responsible for all contractor-furnished property, materials, and equipment, except for utilities which will be government-furnished. Specific performance standards include maintaining a daily average relative humidity (RH) of less than 50% 100% of the time and less than 45% 90% of the time. The contractor shall document all system actions and observations on a Field Service Report (FSR) for each site visited. Damaged components must be reported and evaluated, with minor damage repaired by the contractor. Severe damage not caused by the contractor or due to neglect is not covered unless separately funded. The contractor shall also inventory major CHAP system components and present a modernization plan. Applicable publications include the FAR and DFARS. Deliverables include a Quality Control Plan, designation of Contract Manager, on-site evaluation reports, safety device inspection reports, damage reports, modernization plans, and Field Service Reports.
