The Michigan National Guard (MING) requires support for the transit of up to three Mark VI patrol boats from Fairlead shipyard to Alpena, Michigan. The contract includes pre-operational inspections, voyage support services, and operator/maintenance training for 10 personnel. The period of performance is expected to be completed within 60 days of award, with vessel transit lasting up to 11 days and training lasting up to 3 weeks. The contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and quality control, except for government-furnished items. The contractor must comply with all installation regulations, including security, fire, traffic, and safety regulations. A detailed transit plan must be provided within 45 days of contract execution, including waterway navigation routes, logistics support, refueling planning, and bed-down locations. The contractor must provide highly qualified boat captains and necessary crew, augmented by two unqualified MING members. Daily pre-operation checklists must be conducted and provided to government points of contact. The contractor must provide operator and maintainer training for MING crew augmentees during transit and a comprehensive training course for 10 MING personnel upon arrival in Alpena. The contractor must report all contractor and subcontractor labor hours via a secure data collection site. Annual reporting is required by October 31st. The government will evaluate contractor performance according to a quality assurance surveillance plan (QASP). The contractor must obtain base identification and vehicle passes for all personnel. All identification media must be returned to the contracting officer within 14 days of an employee's departure. The contractor must comply with all applicable installation facility access and local security policies and procedures. All contractor employees must complete anti-terrorism awareness level I training within 15 calendar days of the contract start date. The contractor must safeguard all government property provided for contractor use. The contractor must ensure all employees possess required licenses for operating the Mark VI patrol boat. The contractor agrees to attend post-award conferences and resolve any outstanding issues raised by the government. The contractor must designate a contract manager (CM) and an alternate. All contractor personnel must identify themselves as such in situations where their contractor status is not obvious. The contractor must retrieve all identification media from departing employees and return it to the contracting officer within 14 days. The contractor must comply with the United States government's zero tolerance policy regarding trafficking in persons.
