The proposal due date has been extended multiple times, with the latest deadline being August 12, 2026, at **** ET.

The government will make awards using a lowest price technically acceptable (LPTA) approach with a two pool evaluation process.

To be considered for award of this requirement, the offeror must have a current valid registration in the Systems for Award Management (SAM) database. Registration must be active by the offer due date.

Any responses received after the closing date and time may not be considered in accordance with AMS provision ****, late submissions, modifications, and withdrawals of submittals.

The city expects the winning candidate to have fully implemented email and document encryption by April 30, 2027.

Payment terms will be defined in the final contract based on the agreed project scope and budget. A detailed pricing breakdown is required.

The award will be made to the candidate who agrees to meet the city's needs, considering qualifications and cost. Proposals will be evaluated on demonstrated understanding of the project, technical approach, management plan, experience, qualifications, and contract cost.

Proposals will be evaluated on the candidate's experience in completing similar projects on time and within budget, the success of their general history, and references from clients. Personnel assigned to the project must have relevant experience and meet CJIS personnel security requirements.

A pre-proposal conference will be held on August 3, 2026, at 1:00 PM EST via Microsoft Teams. Details for joining are provided in the RFP.

Proposals that do not meet the city's IT standards will not be considered. Failure to comply with all should requirements may increase the risk of rejection, though the city may waive noncompliance at its discretion.

The Performance Period of Performance (POP) begins on 09/23/2026 and ends on 09/22/2027 for the base year.

Invoices shall be submitted monthly through the Tungsten Network for payment processing.

The contractor shall provide full maintenance and support for all hardware and software components supplied under this lease for the duration of the order. This includes preventive maintenance, corrective maintenance and repairs, and remote and onsite technical support.

Award will be made to the responsible offeror submitting the lowest-priced, technically acceptable (LPTA) offer.

All prospective contractors must be registered and active in the System for Award Management (SAM) prior to submitting a quote. The offeror must also provide certification from USPS stating they are authorized to lease/rent USPS equipment.

An offer will be considered incomplete and ineligible for award if any required submissions are missing, such as unpriced CLINs, incomplete technical documentation, missing past performance information, inactive SAM. gov registration, or incomplete representations and certifications.

The total estimated value is $40,000,000.

Proposals are due no later than August 27, 2026 at 2:00 p. m. Mountain Time.

Invoices totaling $10,000 or more will be approved once each month at the Casper College Board meeting, typically held the third Tuesday of each month. Completed invoices must be in the possession of accounts payable the Wednesday before the third Tuesday to be considered for payment.

Proposals will be evaluated on pricing, specifications/qualifications, platform integration security hardware/software, reputation, vendor stability/experience, value-added concepts, and innovation/creativity. The award will be made to the bidder whose proposal is most advantageous to Casper College.

The bidder affirms that it has the necessary expertise, capacity, and legal credentials to execute the contract to the highest professional standards. Bidders must also demonstrate experience delivering comprehensive helpdesk enterprise service desk solutions to higher education for a minimum of 3 years.

A bidder who fails to fulfill awarded services may be excluded from future consideration. Failure to provide a deviation statement and supporting documentation may result in bid rejection. A proposal may be rejected if it modifies any specifications or minimum requirements outlined in the RFP.
