Proposals are due by 10:00 am EST on June 30, 2026. Any response received later than the specified deadline will be disqualified.

Bid pricing must reflect net 30 payment terms.

Proposals will be evaluated based on the statement of work (40 points), company profile (10 points), references (30 points), and pricing (20 points). The selected bid will be the response deemed most advantageous to Jackson County.

Minimum qualifications include a minimum of five years of experience in patrol vehicle upfitting services, submission of five references, meeting insurance requirements, and certification of not being on any federal, state, or local list of debarred contractors. Mandatory qualifications include experience in law enforcement vehicle upfitting, in-house installation capabilities, ability to wire and integrate systems, sourcing all materials, decommissioning retired vehicles, and maintaining adequate insurance and licenses.

Proposals received later than the specified deadline will be disqualified. Contacting Jackson County personnel other than the procurement contact may lead to disqualification. False, misleading, incomplete, or deceptively unresponsive statements in connection with a proposal may be sufficient cause for rejection.

The contractual delivery requirement is measured from asset return to the date of asset acceptance. The required RTAT is 209 days after receipt of asset.

Warranty of supplies of a noncomplex nature is for 1 year 45 days of discovery of defect.

The contractor shall establish, implement, document and maintain a quality system that ensures conformance to all applicable requirements of ISO **** SAE ****.

Any repairs performed using unapproved changes to manuals, drawings, specifications, or changes to repair source or facility are done at the contractors own risk. If the government disapproves the requested change, the contractor shall replace any delivered items repaired using such unapproved manuals, drawing, specification, repair source or repair facility change.

Quotations are due by 5/21/26 at 9:00 AM Eastern Standard Time.

Award will be lowest price technically acceptable.

Concerns must have expertise and capabilities to provide the item, be registered in SAM, have a valid DUNS number, and provide TIN. OEM verification of authorized distributorship is required.
