Award may be made to the most highly qualified offeror, which is deemed responsible, whose offer conforms to the solicitation's requirements and whose offer is determined to provide the best value to the government.

All bidders must provide evidence of authorization to import this type of ambulance into Vietnam.

Responses must be received by 4:30 p. m. , Friday, September 19, 2025.

Proposals will be evaluated by the selection committee considering the completeness of a vendor's proposal and how well the proposal meets the needs of the NWESD. The evaluation will use a criteria evaluation process.

Personnel must possess a current Right Response or Safety Care certification, successfully pass a Washington State Patrol criminal identification background check, and shall not have pled guilty or been convicted of any crime under RCW ****. Expertise working with students identified with a range of disabling conditions including emotional behavior disorders within a cognitive therapy approach is also required.

The estimated range is 71,000 to 84,000 for one behavior management or paraprofessional personnel for a full 180 school days at 7 hours a day.
