The period of performance for this work is ninety (90) calendar days from issuance of notice to proceed.

The construction contractor shall supply all equipment, labor, materials, and supervision to complete project upgrades.

The project scope shall be completed within 90 days of the award. The contract may be extended by the parties only by written agreement or a signed change order for 30 days with one 30-day extensions.

The awarded bidder shall request payment by submitting the original of an itemized invoice in a form acceptable to THC. The awarded bidder may submit an invoice no more frequently than monthly and no later than ninety (90) days after completing deliverables specified in the contract.

Upon THC's final acceptance of the work, the contractor shall furnish THC with the maximum available warranty on installed/delivered materials and a one-year warranty on the work.

THC will award a contract to a bidder whose bid is considered to provide best value to the state of Texas.

THC is seeking vendors that have a minimum of 3 years of experience similar to the type and scope of goods required and/or services rendered by this IFB as judged by THC to be eligible for the contract award. Vendors that do not meet this eligibility requirement will be deemed nonresponsive. Preference will be given to bidders that have completed projects of similar type, scope, and size. Proof of current TDLR electrical contractor ELC license is required.

This IFB includes an optional preproposal site visit/inspection. Respondents must schedule their own visits during the timeframe listed above before submitting their bids by the schedules noted deadline.

Any bid protest must be in writing and received in the care of the ED within five (5) working days after the bidder is notified that the award of a contract is forthcoming or otherwise knows, or should have known, of the occurrence of the action which is protested.
