This is a Request for Proposal (RFP) for comprehensive roof repairs at the Veterans Affairs Palo Alto Health Care System (VAPAHCS). The procurement is a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The estimated value is between $1,000,000 and $2,000,000. Building 7 has been removed from the scope of work. The period of performance is approximately 180 calendar days after the Notice to Proceed (NTP). A mandatory site visit is scheduled for May 19, 2026. Requests for Information (RFIs) are due by May 22, 2026. Proposals are due by June 5, 2026, and must be submitted via email. The award will be made to the responsible offeror whose proposal represents the best value to the government, based on a tradeoff approach considering technical factors, past performance, and price. Technical and past performance factors are equally important to price. A 5-year warranty is required for the repairs. Bid, performance, and payment bonds apply.
The construction services for the project shall be completed within 180 calendar days from the Notice to Proceed (NTP).
Payment will be made by FMS **** Financial Services Center.
In addition to the requirements of the warranty of the construction clause, the repairs will require a total of 5 years of warranty from the date the VA accepts all work.
An award will be made to the responsible offeror whose offer, conforming to the RFP, will be most advantageous to the government, pursuant to tradeoff approach, FAR 15. 103-1. The government's evaluation will be based on the following factors: Factor I. Technical, Factor II. Past Performance, Factor III. Price. Technical and past performance, non-price factors, are equally important to price.
Offerors must be validated in SBA's Small Business Search (SBS) at the time proposals are due, and prior to award. The offeror must have an active Unique Entity ID (UEI) number and be current in System for Award Management (SAM).
A site visit will take place on Tuesday, May 19, 2026, from 9:00 am to 12:00 pm Pacific Time. The meeting place is Veterans Affairs Palo Alto Health Care System (VAPAHCS), Palo Alto Division PAD at **** Miranda Avenue, Palo Alto, CA **** outside entrance to main hospital, building 100.
The government will not consider offers for award from offerors that do not provide the VA Notice of Limitations on Subcontracting Certificate of Compliance, and all such responses will be deemed ineligible for evaluation and award.
