Interested members of the public may submit comments to the district no later than 4 pm August 13, 2026.

The estimated value of the cooperative contract is 28, ****.

The response deadline is September 3, 2026, at 04:00 PM PT.

The selection process will be based on competitive proposals with scoring criteria including cost, school site coaching model, professional development services, communication support, consultation for literacy curriculum implementation, model for foundational skills instruction, model for oracy and writing instruction, and pedology for metalinguistic and crosslinguistic instruction.

Failure to include required submissions will result in the proposal being nonresponsive and not considered for award. Failure to submit Attachment 2 and a redacted proposal will result in the entire proposal being made available for public inspection.

Vendors must provide documentation that your firm can provide a comparable or better procurement item that meets or exceeds the specifications and documentation that your firm can also provide the same proprietary procurement item or an equivalent procurement item.

The response deadline for challenges is **** 01:00 pm mt.

If, after the public notice period has passed, the department of purchasing determines that there are other interested and qualified vendors that meet the specifications of this notice, the department of purchasing will not award a contract pursuant to this notice.

The estimated value of the contract purchase order is 50, **** annually.

Proposals must be submitted electronically by Friday, August 7, 2026, at 12:00 PM CT. Physical submission of sample materials is due by Friday, August 7, 2026, at 3:00 PM.

Payment will be made in accordance with the Illinois Local Government Prompt Payment Act. Interest will be paid if the district is late in making a payment.

Publishers warrant that goods supplied will have good title, be of merchantable quality, and be fit for the particular use intended, free from defects, and in full conformity with specifications. Warranties survive acceptance. Publisher shall promptly repair or replace goods for a period of 1 year from the date of delivery.

Award will be made based on the fees, experience, reputation and the financial stability of the publisher as well as compliance with the format, terms, and conditions of this request for proposal.

The school district may investigate the qualifications of any proposer under consideration and require confirmation of information furnished by a proposer, and require additional evidence of qualifications to perform the services described in this RFP.

Failure to comply with RFP requirements may lead to disqualification. Rejected goods shall be removed at the expense of the publisher. If publisher fails to deliver, district reserves the right to reject goods and cancel all or any part of the sale.

Sample materials (print or digital) are to be supplied at no cost to the district. Print materials are to be shipped to the purchasing department. Access to demonstration accounts for digital materials is also required.

Failure to comply with RFP requirements may lead to disqualification. Proposals may be disqualified upon evidence of collusion with intent to defraud or other illegal practices.

Proposals are due by July 23, 2026, at 2:00 PM EST. Sample materials must be provided by August 17, 2026.

Payment terms are net not later than 30 days after receipt of correct invoice or acceptance of goods, whichever is later.

WSFCS intends to award to the bidder who best matches the needs of the district, considering price, quality, reputation, performance, conformity with specifications, suitability, related services, and delivery dates.

Vendors must have the proper license as required under North Carolina laws. They must also certify they are not debarred, suspended, or declared ineligible from covered transactions.

There will be no pre-bid conference for this RFP.

Sample materials must be provided by August 17, 2026, and will be reviewed by schools using a district rubric.

Failure to sign the bid before submittal, late bids, or bids not submitted with required information on the outside of the sealed package will result in rejection.
