Language Literacy Government Bids & RFPs

Unless otherwise specified in this contract, all deliveries will be f. o. b. destination with all transportation and handling charges paid by Contractor. Responsibility and liability for loss or damage will remain with Contractor until final inspection and acceptance when responsibility will pass to District except as to latent defects, fraud and Contractor's warranty obligations.

Payments are normally made within 30 days following the date the order is delivered or the date a correct invoice is received, whichever is later. After 60 days from the date a corrected invoice is received by the appropriate District official, Contractor may assess interest on overdue, undisputed account charges up to a maximum of the interest rate paid by the IRS on taxpayer refund claims, plus 2, computed similarly as the requirements of ****.

Contractor agrees to warrant and assume responsibility for all products including hardware, firmware, and/or software products that it licenses, contracts, or sells to District under this contract for a period of one (1) year, unless otherwise specified and mutually agreed upon elsewhere in this contract.

Contractor certifies that neither it nor its principals are presently nor have ever been debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participation in this transaction contract, by any governmental department or agency.

If the default remains, after Contractor has been provided the opportunity to cure, District may do one or more of the following: 1. exercise any remedy provided by law 2. terminate this contract and any related contracts or portions thereof 3. impose liquidated damages, if liquidated damages are listed in the contract 4. suspend Contractor from receiving future solicitations.

Proposals must be received prior to the proposal deadline, which is Monday, July 20, 2026, at 10:00 AM MST. late proposals will not be accepted.

The district shall pay amounts properly due and payable on accepted invoices after the contractor completes the services. The district does not pay any late fees.

The contract will be awarded to the supplier who receives the highest score when responses are reviewed by the district's response evaluation committee, based on criteria including management summary, pricing, project schedule, and vendor profile. it is the intent of the district to award this contract to the supplier who receives the highest score when the responses submitted by interested suppliers are reviewed by the districts response evaluation committee.

Vendors must be qualified providers with experience in K12 references, documentation of measurable successes aligned with program objectives, and a detailed implementation plan. proposing vendors must indicate clearly on their proposal if they are bidding for option 1, option 2, or both.

Beginning in the **** school year, funding will operate under outcomes-based contracting (OBC) structures, where a portion of provider payment is tied to agreed-upon student outcomes and implementation expectations.

Applications are evaluated on a pass/fail basis against criteria including the provider's ability to help achieve education goals, commitment to young learners, quality of tutoring, coherence with school-based learning, and stakeholder engagement.

Tutors must have training in high-quality instructional materials and receive ongoing oversight, or be staff of a high-quality tutoring provider, current or retired teachers, or trained paraprofessionals.

The submission window for applications closes on March 31, 2027.

Reimbursement may take up to 60 days after providers upload invoices. Families will verify that tutoring services were provided before payment is made.

Applications are evaluated on a pass/fail basis for: ability to help Louisiana achieve key education goals, commitment to serve young learners, quality of tutoring and coherence with school-based learning, commitment to engage stakeholders, and cost-effectiveness.

Tutors must hold a valid teaching certificate, be employed as a paraprofessional, or be a student pursuing a degree. Literacy tutors must have completed department-approved science of reading training, and math tutors must have completed department-approved numeracy training.

Detailed tutoring session lesson plans, including facilitation notes and all instructional materials, must be attached. Lesson plans submitted without required materials cannot be fully reviewed and may be considered incomplete.
