Proposals are due no later than June 16, 2026, by 10:00 am, EST. The work must be fully completed no later than 150 days from the notice to proceed.

Payment will be made in one lump sum within thirty (30) consecutive days after acceptance of the work and submission of notarized contractor's affidavit and four copies of invoices.

The contractor shall unconditionally guarantee materials and workmanship against defects for a period of twelve (12) months following final acceptance of the work.

Carteret County Government reserves the right to award to multiple contractors deemed fully qualified and best suited among others submitting proposals on the basis of the evaluation factors included within this RFP.

Qualified contractors are sought for the project. Contractors must submit examples of historical and/or similar work completed with their proposal and provide a detailed cost breakdown.

For each day in excess of the completion date, the contractor shall pay the owner one hundred dollars (****) as liquidated damages.

Interested contractors shall contact the County POC to schedule a site visit. The contractor shall examine contract documents, drawings, and specifications and has visited the site.

The county may request samples or examples to confirm matching characteristics.

Failure to comply with any requirement may cause the proposal to be considered irregular and may be grounds for rejection. Failure to provide required bonds may be grounds for forfeiture of bid security.

Bids shall be submitted in a sealed envelope entitled: BID RFB322R REBID ELEVATOR MODERNIZATION CENTERTOWN PARKING GARAGE 101 WEST GRAY STREET, ELMIRA, NEW YORK **** must be received in the purchasing department by 1:45 PM on the due date, June 23, 2026.

The city shall retain five percent 5% of the total of each invoice submitted by the contractor. The city shall pay the retainage upon the contractors full and complete performance of all work awarded pursuant to this bid.

Manufacturers special warranty: Manufacturer agrees to repair, restore, or replace elevator work that fails in materials or workmanship within specified warranty period. Warranty period: one year from date of substantial completion. Warranty shall include one annual safety test as described in ASME A17. 1.

It is the intent of the owner to award a contract to the lowest responsive and responsible bidder, provided the bid has been submitted in accordance with the requirements of the bidding documents.

Owner reserves the right to reject any bid if the evidence submitted by or investigation of such bidder fails to satisfy the owner that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.

If the successful bidder fails or omits to execute the contract or to furnish the bonds by 5:00 PM on the Monday following the award of the contract by the City Council, the security shall be forfeited to the city.

A prebid conference will be held at Centertown Parking Garage, 101 West Gray Street, Elmira, New York at 9:00 AM on June 4, 2026. Bidders are strongly encouraged to attend and participate in the conference.

Samples for initial selection: Submit manufacturers color charts consisting of units or sections of units showing the full range of colors, textures, and patterns available. Submit two full sets of available choices where color, pattern, texture, or similar characteristics are required to be selected from manufacturers product line.

Requests for clarification or interpretation of the bidding documents shall be submitted by the bidder in writing and shall be received by the architect at least seven days prior to the date for receipt of bids.

Conditional bids will not be accepted. Owner reserves the right to reject any bid if the evidence submitted by or investigation of such bidder fails to satisfy the owner that such bidder is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein.

The bid response deadline is Friday, May 22, 2026, at 5:00 PM CT. The contractor must commence work within thirty 30 calendar days after issuance of the proceed order and satisfactorily complete the work within 10 calendar days after the issuance of the proceed order.

The contractor will be paid the contract price in progress payments as the work satisfactorily progresses, not exceeding ninety percent (90%) of the value of the work completed. Final payment will be disbursed after all release of liens, the one-year warranty paperwork, and manufacturer warranties have been submitted, and the work has been inspected and approved.

The contractor must guarantee the work performed for a period of one (1) year from the date of final acceptance of all of the work required by the contract.

All bid proposals shall be reviewed by the program manager to determine the lowest responsible bid. The total bid price must be within 15% of the written estimate prepared by the inspection staff at the time of the initial inspection.

In order to submit a bid, contractors must not be a disbarred vendor on SAM. gov and must have an active SAM. gov registration. All general contractors working with the City of Council Bluffs Lead Hazard Reduction LHR program must have attended an approved training session and be certified as a lead abatement contractor and/or lead abatement worker and licensed with the Iowa Department of Public Health. All general contractors shall be licensed and registered with the City of Council Bluffs.

If the home is not ready for lead hazard work to occur upon the second opportunity, the owner will be assessed a $10 contractor mobilization penalty. If the contractor fails to commence work within thirty 30 calendar days after receipt of the notice to proceed, the owner shall have the right to terminate this agreement. If the contractor fails to remedy a default within fifteen 15 calendar days of notice, the owner shall have the right to select another contractor, and the contractor shall pay the difference if the expense of finishing the work exceeds the unpaid balance.

There will be a mandatory bid walk-through for this property at 11 am on Friday, May 8, 2026.

Disputes or claims pertaining to the specifications, drawings or workmanship will be decided by the housing economic development manager. If the owner or contractor wishes to contest such finding, a request for an appeal shall be directed to the building board of appeals.
