Quotations are due by 1:00 p. m. , Thursday, April 9, 2026 JST. The contractor shall complete all services within the number of working days calculated using the production rates stated in subsection B. 4. 4 completion date, after receipt of a task order and after being afforded reasonable access to the work site.
The contractor shall follow Section I, FAR ****, Payments Under Fixed-Price Construction Contracts. Contractor requests for payment, which shall be made no more frequently than monthly, shall cover the value of labor and materials completed and in place, including a prorated portion of overhead and profit. Payment will be made by the U. S. Financial Management Center, U. S. Embassy.
The contractor shall guarantee the workmanship and end product for a period of one (1) year from the date of acceptance by the Contracting Officers Representative. The contractor shall repair any found deficiencies and/or damages related to this work at no additional cost to the government.
The U. S. Government intends to award a contract resulting from this solicitation to the lowest priced, technically acceptable quoter who is a responsible contractor.
The U. S. Government will determine responsibility by analyzing whether the apparent successful offeror complies with the requirements of FAR 9. 1, including adequate financial resources, ability to comply with the required performance period, satisfactory record of integrity and business ethics, necessary organization, experience, and skills, necessary equipment and facilities, and otherwise qualified and eligible to receive an award under applicable laws and regulations.
If the contractor fails to complete the work within the time specified in the contract, or any extension, the contractor shall pay liquidated damages to the U. S. Government in the amount of $1,**** for each calendar day of delay until the work is completed or accepted.
A pre-quotation conference and walkthrough at the site will be held on Wednesday, March 25, 2026, from 1:30 p. m. to approximately 3:30 p. m. Japan Standard Time. Prospective quoters shall contact Ayaka Ogawara via email at ***@***. *. * by 1:00 p. m. , Monday, March 23, 2026 JST to arrange entry.

The maximum amount of services ordered under the contract will not exceed $345,000 in total over five years.
