Sealed bids are due by July 15, 2026, at 3:00 PM local time for the 15th Street Waterline Project. A mandatory pre-bid conference is scheduled for June 24, 2026, at 1:00 PM. Questions are due by July 2, 2026. The project involves waterline installation, storm drain replacement, and pavement work. Phase A must be substantially complete in 120 days and finally complete in 150 days. Phase B must be substantially complete by May 14, 2027, with final completion within 30 days. Bid security of at least 5% of the total bid is required. The Town of Windsor reserves the right to reject any or all bids.
Phase A is to be substantially complete in 120 days from the notice to proceed, and finally complete in 150 days. Phase B is to be substantially complete on or before May 14, 2027, with final completion within 30 days of substantial completion.
Progress payments will be made monthly, with 95% of work completed and 95% of materials and equipment costs paid, less retainage. Final payment will be made within sixty 60 days after the contract is completed satisfactorily and finally accepted by the owner.
Contractor warrants and guarantees to owner and engineer that all work will be in accordance with the contract documents and will not be defective within two years of substantial completion or such longer period of time in accordance with paragraph **** of the standard general conditions of the construction contract section c700.
In evaluating bids, owner shall consider the qualifications of the bidders, whether or not the bids comply with the prescribed requirements, alternates and unit prices if requested in the bid forms. Owner reserves the right to reject any and all bids, to waive any informalities or technicalities, and to negotiate contract terms with the successful bidder.
Each bidder must submit written evidence of their qualifications to perform the work by executing the attached bidder evaluation criteria form. Bidders may be required to submit evidence that they have practical knowledge of the particular work bid upon, and that they have the financial resources to complete the proposed work.
Contractor shall pay to the owner, as liquidated damages and not as a penalty, $1,**** per day for each day of delay in completing all or any designated portion of the work within the time set forth in the agreement. The aggregate liability for liquidated damages shall not exceed 50% of the contract price.
It is the responsibility of each bidder to visit the site to become familiar with local conditions that may affect the cost, progress, performance, or furnishing of the work. On request in advance, owner will provide each bidder access to the site to conduct such explorations and tests as each bidder deems necessary.
No right to claim mistake shall exist for bidder following the twenty-four 24 hour period after the bid opening.
If a bidder withdraws their bid after the 24-hour period following bid opening due to a material and substantial mistake, they will be disqualified from further bidding on the work of this contract.
