The City of Lewisville is seeking bids for the LLELA Kayak Launch project. The scope of work includes construction of a new kayak launch, demolition of existing improvements, grading, erosion control, concrete pavement, ADA parking, signage, gravel road improvements, pipe fencing, and launch surface installation. This is a requirement for a Firm Fixed Price Commercial Services Contract for vessel charter for conservation projects in the Papah?naumoku?kea Marine National Monument (PMNM) and Pacific Islands Heritage Marine National Monument (PIHMNM). It is a Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract for US Fish and Wildlife use only, with one to three trips per year originating from Honolulu, HI. The contract includes a one-year base period plus four additional one-year term options. Vendors must provide proof of experience in operating in open ocean waters and adverse sea conditions, with safe landings on rough terrain. The vessel must maintain a minimum cruising speed of 8 knots and have a capacity for at least 21 days at sea. A soft-hulled inflatable skiff and a backup motorboat are required. The vessel must provide deck hoses, deck storage (at least 200 sq ft), and dry storage (at least 100 cu ft). Accommodations for up to 12 passengers, including clean bedding and towels, are required. A potable fresh water supply for at least 21 days is necessary, or a minimum of 4,000 gallons if a water maker is not available. Two heads and two showers must be available, with soap, toilet paper, and paper towels provided. The vessel must comply with waste management regulations, including storage or incineration of refuse. Adequate storage tanks for blackwater and graywater are required, with the capacity to remain in special preservation areas for at least 5 days before discharging wastewater. The vendor or a sister company must be the owner-operator of the vessel.

The contractor may use their own facilities unless disapproved by the government. The government reserves the right to perform inspections. All items must meet contract requirements. Records of inspection work shall be kept for 365 calendar days after final delivery. Packaging shall be in accordance with the contract purchase order schedule and MIL STD **** packaging.
