This is a request for information (RFI) to determine potential vendors for off-site heat treatment services for the Fleet Readiness Center Southeast (FRCSE). This is a combined synopsis/solicitation for commercial services. Only solicitation quotes are being requested. The RFQ number **** should be used to reference any written quote. This acquisition is a 100% small business set-aside. All prospective offerors must be registered in SAM (System for Award Management) at www. ***. *. * are not presently available for this effort. No award will be made until funds are available. The government reserves the right to cancel this solicitation. The contract line item structure is detailed below and shall be priced. Vendors must follow the instructions provided in FAR **** and meet all solicitation requirements. Quotes must be sent by email (with read receipt) by July 17, 2025, 10:00 AM PTE to the specified email addresses. Questions pertaining to this RFQ are due by July 8, 2025, 10:00 AM PTE. The government intends to award a contract without interchanges with respective vendors. The government reserves the right to conduct interchanges, with all, some, or none of the vendors, if deemed in its best interest. Contract award will be made using simplified acquisition procedures. The government will award a contract to the responsible vendor whose quote, conforming to the RFQ, will be most advantageous to the government, price and other factors considered. The government does not intend to incorporate options. A written notice of award or acceptance of a quote shall result in a binding contract. Offer submissions are due by July 10, 2025, at 2:00 PM EST. Offerors should submit a written quote by email to specified addresses. Offers must include unit price, total price, cage code, UEI, proof of SAM. gov registration, delivery lead time, and point of contact information. Products must clearly identify make/model and supporting documentation demonstrating meeting salient characteristics. Requests for information (RFIs) are due by June 30, 2025, at 10:00 AM EST. Failure to comply with instructions may result in non-responsive offers. Laser engraver specifications include minimum bed size, wattage, laser tube types, and material thickness. Two-year warranty is required.

The contractor will provide aerial aircraft demonstrations with the Rise Above Theater and P-51 Mustang Red Tail at the Keesler AFB Thunder Over the Sound Air Space Show on October 31 and November 1-2, 2025. The contractor is responsible for all personnel, equipment, tools, materials, supervision, and other items and services. The government will provide lodging, food, refreshments, transportation, fuel, and oil. The contractor must adhere to all security regulations, including obtaining necessary identification passes and clearances. The contractor must also comply with all safety regulations and environmental management system (EMS) requirements. Payment will be made in one lump sum within 30 days of invoice and material inspection. The contractor may sell items related to their performance or aircraft, but may not imply endorsement by the DOD or Air Force.

The tender requires the contractor to submit a copy of the procurement integrated enterprise environment (PIEE) wide area work flow (WAWF) receiving reports listing each serial number (SN) shipped to the email address listed below. A final receiving report for each delivery order (DO) and/or contract closeout shall be submitted via PIEE-WAWF. The requiring office will verify all TAMMSA data reported required by the contract and verify that all TAMMSA data has been received. Any discrepancies will be identified within 5 working days after receipt and comments provided to the contractor. The contractor shall correct errors and resubmit within 10 working days after receipt of the requiring office comments and before shipping the components. The contractor shall provide data based on delivery schedules and contract requirements. The contractor shall not make delivery of any shipment that has missing or incorrect TAMMSA data forms. TAMMSA submittal approval shall be via the contractor's use of the TAMMSAMCDS web portal. If the web portal is unavailable or the contractor currently does not have a TAMMSAMCDS account, contact the requiring office at the email address listed below. The proposed contractual action will be a five (5) year, firm fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) maintenance and overhaul type contract, with minimum/maximum quantities listed above. Required delivery shall be FOB origin. A product verification audit (PVA) is required. This procurement utilizes FAR part 14, sealed bidding. Bids shall be emailed. No fax or hard copy responses shall be accepted for the initial bid. This requirement is currently unfunded. Award will be withheld pending receipt of sufficient funds.
