The IFB award will be based on the best evaluated bid received from those firm companies as determined to be responsible and responsive to the invitation, and provided that the bids are reasonable and it is in the best interest of the city to do so. The IFB review will be evaluated on the following criteria: experience with similar sized projects, completeness, professionalism, and detail of the response, costs for the bid, understanding of the project and the facilities needs, and references.

Firms must submit a list of at least three (3) successful commercial aquatic center projects, focusing on lazy river or similar type projects, completed for municipalities similar to Frankfort, and include reference contacts. Firms must also submit any certifications they hold for aquatic center construction, renovation, etc. , and any other qualifications that may be appropriate and necessary for this scope of work.

Requests to withdraw a bid must be in writing and received by the City of Frankfort, Kentucky within twenty-four (24) hours of the public IFB opening.
